Overview
GENERAL SUMMARY OF POSITION: Reporting to the Sr. Director of Capital Facilities or their designee, the Senior Project Manager - Architectural facilitates and leads capital improvement and/or infrastructure projects from conceptualization and functional space planning to design development, project approval and implementation and ensures that all projects are designed and completed within approved project scope, budget and timeline. Project types include renovation, deferred maintenance and new construction on the Medical School campus and off-site properties, primarily focused on medical education, biomedical science, clinical science and research laboratory spaces.
Responsibilities
MAJOR RESPONSIBILITIES:
Organize, plan, and control the design, construction and fit-up for multiple projects across multiple timelines. Types of work include renovations, new facilities, infrastructure and sitework.
- Work with Facilities management team, campus stakeholders, and/or directly with senior leadership, as appropriate, to develop conceptual design from which decisions can be made as to the feasibility of projects both in terms of space planning and budget.
- Participate with department management and user representatives to initiate program development, schematic design, and review of budget assumptions. Serve as primary Facilities liaison on designated program/planning projects as directed by department management.
- Serve as team leader while working with in-house planning, design, engineering, Drawing Controls, Program Controls and construction management staff to manage all aspects of project initiation, document development, procurement, quality control and close-out.
- Manage external architectural and engineering consultants, including House Doctors. Solicit design services, review, amend and execute contracts in conjunction with the University's procurement services team.
- Participate in and direct existing conditions assessment and field investigation to identify space and infrastructure constraints and inform complete project scope. Provide or oversee code assessment to ensure compliance with Massachusetts Building Code and state and federal accessibility codes.
- Develop and present comprehensive project charter and detailed construction timeline consistent with the scope, budget and target completion date.
- Ensure compliance with Massachusetts General Laws as they apply to design and construction of public works projects, including Designer Selection Board and DCAMM regulations and Chapter 149 procurement laws.
- Manage project construction within budget and schedule targets. Identify cost and schedule impacts of construction change orders, User change requests and unforeseen conditions. Provide regular budget updates and final budget reconciliation upon project completion. Resolve all outstanding invoices and analyze project costs for use in future project budget development.
- Ensure project compliance with state and local permitting requirements and facilitate regular site inspections with agencies having jurisdiction. Coordinate and partner with Facilities Maintenance, Environmental Health & Safety, and other campus departments to ensure compliance with campus policies.
- Utilize Department's capital projects management software applications to upload project budget and schedule information, request consultant and construction contracts, request purchase orders, and keep track of billable time. Provide regular updates to project and purchasing information.
Qualifications
REQUIRED QUALIFICATIONS:
- 12 years of related experience, education/training or Bachelor's degree in architecture, construction management or related field; and 8 years project management experience, preferably in medical education, research laboratory or similar institutional design and construction
- Analytical ability required to plan and direct Facilities projects from conceptualization through implementation, consistent with defined objects and approved budgets.
- Thorough knowledge of building design and construction, engineered systems, construction contract administration, Massachusetts building codes, and standard industry practices
- Possess interpersonal skills to effectively communicate, lead, and interact with all levels of Medical School personnel and outside contractors, vendors, and consultants
- Ability to work effectively among a diverse campus culture and be responsive to their needs. Excellent communications skills that demonstrate professionalism, courtesy and diplomacy
- Working knowledge of computer systems used for project management, budget development, schedule creation, specifications writing, drawing and design development, as-built information maintenance, presentations and communication
- Ability to access all areas of the construction site.
- Ability to work various hours and locations based on project needs
PREFERRED QUALIFICATIONS:
- Current registration as an Architect the state of Massachusetts
- 15 years of experience in architectural design and construction
- Experience working in an academic medical institution setting
- Experience with DCAMM and public works in Massachusetts
