Additionally, research, analyze, design, and test component parts, processes, or systems to develop new and/or improve core products. Develops and recommends solutions to well-defined engineering requirements, or for components or segments of a complex product or system, to ensure that design objectives are met. Apply engineering principles based on assigned engineering domain (e.g. mechanical; electrical, chemical, etc). Responsibilities Essential Functions: 1. Develops project goals and objectives to complete complex or major quality engineering projects by reviewing quality performance trends, statistical plans, cost estimates, quality plans, and conferring with management. Ensures project meets schedule, cost results, and technical expectations through effective project leadership. 2. Determines quality engineering project responsibilities by identifying project phases and elements, assigning staffing and resources, and reviewing bids from outside contractors. 3. Determines quality engineering project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates. Confirms product performance by designing and conducting tests. 4. Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements. Maintains project schedule by monitoring project progress, coordinating activities, and resolving problems. 5. Controls project plan by reviewing design specifications, and plan or schedule changes, and recommending actions to achieve quality and customer service objectives. Controls project costs by approving expenditures and administering contractor contracts. 6. Applies and leads continuous improvement and quality focused initiatives for critical areas of production. 7. Coordinates and/or conducts on-site quality surveys as requested by customers and various accrediting organizations (e.g. ISO9000). May plan and implement quality programs designed to improve supplier performance or productivity. 8. Interprets regulations, contracts, and company policy on areas applying to quality measures and standards. Complies with federal, state, and local legal requirements by studying existing and new legislation, ensuring adherence to requirements, and advising management on needed actions. 9. Recommends actions by analyzing and interpreting data and making comparative analyses. Analyzes proposed changes in methods and materials for cost and quality impacts. 10. Maintains professional and technical knowledge by attending educational workshops, benchmarking state-of-the-art practices, reviewing publications, and/or participating in professional associations. 11. Acts as consultant to management on major matters. Establishes goals and objectives required to complete projects. Identifies mentoring needs. Trains and mentors less experienced employees. Interfaces with all agencies and customers as necessary to complete projects. Contributes to team effort by accomplishing related results as needed. 12. Develops and reviews detailed quality and product specifications by analyzing customer, performance, reliability, safety, manufacturability, cost, material, and contractual requirements. Ensures specifications are clear, complete, and aligned with applicable internal, customer, industry, and regulatory standards. 13. Performs feasibility studies, risk assessments, capability analyses, and trade studies using appropriate analytical and statistical methods. Recommends quality, process, product, or material solutions for implementation based on technical, cost, schedule, and customer-impact considerations. 14. Plans, conducts, and evaluates product and process qualification, validation, verification, inspection, and reliability testing. Interprets test and inspection results for accuracy, precision, repeatability, reproducibility, and conformance to established acceptance criteria. 15. Identifies quality-related design errors, omissions, nonconformances, and process deficiencies. Recommends and supports implementation of corrective actions, preventive actions, engineering changes, process changes, and continuous-improvement initiatives. 16. Prepares and maintains technical documentation, including quality plans, inspection plans, control plans, test procedures, validation reports, technical reports, customer data-item documentation, and presentations for internal and customer design or quality reviews. 17. Supports project milestones by reviewing drawings, specifications, process flows, manufacturing plans, material requirements, and supplier documentation to ensure form, fit, function, quality, reliability, and compliance requirements are achieved. 18.
