Bolton & Menk has an exciting opportunity for a Senior Civil Project Manager, PE to join our Municipal team based in our Charlotte, North Carolina office. We are seeking a collaborative and client-focused leader who will help advance our mission that All People Should Live in Safe, Sustainable and Beautiful Communities! In this role, you will oversee complex municipal engineering projects, cultivate and expand client relationships, mentor staff, and drive business development efforts that support communities across North Carolina and the surrounding region.

What You Will Be Doing:


  • Lead and manage multiple municipal engineering projects, including planning, scheduling, budgeting, resource allocation, and overall project performance.
  • Serve as a trusted advisor and primary point of contact for municipal clients.
  • Develop and maintain strong relationships with city, county, and local government leaders.
  • Identify and pursue new business opportunities through networking, client engagement, proposals, interviews, and project pursuits.
  • Lead proposal development, presentations, and contract negotiations.
  • Monitor project budgets, schedules, and financial performance while ensuring successful project delivery.
  • Provide technical leadership and review engineering designs, plans, specifications, reports, and feasibility studies.
  • Coordinate construction administration activities and provide technical guidance during project implementation.
  • Build and maintain relationships with regulatory agencies and permitting authorities.
  • Mentor, develop, and support engineers, technicians, and project staff while fostering a culture of collaboration and professional growth.
  • Support recruiting, staff development, and succession planning initiatives within the Municipal team.
  • Represent Bolton & Menk at community meetings, professional organizations, and industry events.
  • Travel to project sites, client meetings, and other project-related locations as needed.


What We Are Looking For:


  • Bachelor's degree in Civil Engineering from an accredited college or university.
  • Licensed Professional Engineer (PE).
  • 12+ years of progressive civil engineering experience, including significant experience delivering municipal infrastructure projects.
  • Proven success managing complex engineering projects and multidisciplinary teams.
  • Strong municipal business development experience with a demonstrated ability to grow client relationships and secure new work.
  • Experience leading and mentoring engineering professionals.
  • Experience with plan and specification development, construction contract administration, and construction-phase services.
  • Strong communication, leadership, organizational, and problem-solving skills.
  • Experience conducting public meetings and presenting technical information to elected officials, community stakeholders, and governing boards.
  • Experience with municipal water, wastewater, transportation, stormwater, and roadway infrastructure projects is preferred.
