As a General Business Technician, you will support financial performance, operational efficiency, and customer service with concession agreements and service contracts.

General Business Technician

Serves in the Landside Contracts Division or Leasing and Airside Contracts Division at Ronald Reagan Washington National Airport or Washington Dulles International Airport.

Supports the administration, management, and oversight of concession contracts, permits and leases. Helps ensure contract, permit, or lease compliance by conducting inspections, including field observations, file reviews, and activity analysis. Performs related functions.

GENERAL RESPONSIBILITIES

Assists with the development and preparation of ground transportation permits, contracts, and solicitations.

Processes permit applications and prepares ground transportation or commercial aviation services permits for signature by appropriate Contracting Officer.

Administers automated vehicle identification (AVI) accounts; issues AVI tags, monitors account balances, collects fees, invoices accounts, and manages the AVI tag inventory.

Works with General Business Specialists, in administering landside contracts and leases for taxicab, parking, courtesy shuttle, rental car, transportation network companies, dedicated bus operations, and other ground transportation operations or airside contracts and leases for terminal, hangar, air cargo and other miscellaneous facilities.

Generates activity reports from a variety of electronic vehicle tracking systems. Uses report data to monitor commercial vehicle curb activity. Reconciles access fees and payments for each account; prepares and transmits AVI activity reports from the system to the commercial vehicle operators.

Provides customer service support to commercial vehicle operators, permit holders, and contractors.

Serves as Contracting Officer's Technical Representative (COTR) on one or more contracts. Maintains records and other files for each contract or lease file including insurance certificates and other contract deliverables.

Monitors concessionaire and permittee performance and compliance with contract or permit terms. Addresses contract or permit compliance issues, as necessary.

Conducts on-site observation of commercial vehicle operations; documents and reports violations to management; notifies commercial vehicle operators of violations and related fees.

Reviews, investigates, and responds to public complaints concerning contractors, permit holders, tenants, or related operations. Follows up to determine compliance with any corrective-action directives.

Assists in preparing financial and budgetary reports and general correspondence and reports for internal and external distribution.

Performs other functions, as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in assisting with business administration and management functions including permits, contracts, leases, or other financial and operational documents.

Knowledge of, and ability to use, general business principles and practices (such as financial, budgetary, auditing, and forecasting) related to contracts and business operations.

Skill in organizing and maintaining records and other operational documents.

Ability to conduct research, identify factors that will affect operations and customer service, and make recommendations addressing the requirements of users.

Skill in using a computer and modern office suite software.

Ability to speak and write effectively.

PREFERRED QUALIFICATIONS

An Associate's Degree in Business, Accounting, or related field.

Experience in airport industry contract, permit, or lease administration, management, and oversight.

Experience in administration, management and oversight of parking, ground transportation operations or airport property leasing.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).
