WHAT WE DO AT NORRIS, INC.
Norris' Group Care Programs include a Residential Unit for boys, a Residential Unit for girls, and a Shelter Unit, all providing treatment, educational, and therapeutic recreational services to youth ages 12 through 17 and their families. Youth receive services related to mental health emotional behavioral disorders, problematic sexualized behaviors, AODA, and trauma, including physical, sexual, emotional abuse or neglect. WHAT WE ARE LOOKING FOR
Norris is currently seeking a Director of Facilities & Grounds for our beautiful campus in Mukwonago! The hours from this position are approximately 7:00am-3:30pm, and rotating weeks being on-call.

ESSENTIAL DUTIES

Under the direction of the Chief Financial Officer (CFO), the Director of Facilities & Grounds (DFG) provides strategic leadership and operational oversight for the maintenance, safety, regulatory compliance, and long-term stewardship of Norris' 863-acre campus, including the Norris School District at the River's Edge Campus and related facilities contracts. The campus includes dormitory-style living units, a school building, administration building, family homes, a machine shop, several additional buildings, a small fleet of vehicles, a lake and pavilion, athletic fields, wooded areas, and wetlands.
The DFG is responsible for ensuring that all buildings, grounds, infrastructure systems, utilities, vehicles, and campus assets are safe, operationally efficient, well maintained, and compliant with all applicable regulations, licensing requirements, and inspection standards, seven days per week. This includes oversight of preventative maintenance programs, large-scale utility systems, HVAC planning and contracting, vehicle and equipment management, campus security systems, key control, and levels of facility access.
The DFG provides leadership in the planning, development, and execution of capital improvement projects and long-range asset management initiatives, including infrastructure upgrades, well and plumbing projects, HVAC replacement planning, abandoned well management, facility renovations, vehicle and equipment replacement, and evaluation of aging campus assets and structures. The position requires experience working with regulatory agencies, including the Wisconsin Department of Natural Resources (DNR), and knowledge of environmental, utility, safety, and technical compliance requirements. Well certification experience and understanding of water system operations is preferred.
The DFG is responsible for developing and administering an annual operating budget of approximately $500,000 to $700,000, exclusive of capital projects, and for evaluating internal staffing capacity versus outsourced services to ensure cost-effective operations. The position oversees the preparation of Requests for Proposals (RFPs), vendor selection, contract administration, and management of external service providers in accordance with organizational requirements and applicable regulations.
The DFG maintains positive working relationships with campus residents, tenants, school personnel, contractors, regulatory agencies, and other stakeholders while ensuring a high standard of customer service and responsiveness. The Director directly supervises a team of 3-4 Buildings and Grounds Technicians, and provides leadership for special projects and initiatives as needed.
The DFG ensures sensitivity to the ethnic and cultural diversity of youth, families, and employees while effectively communicating and promoting the philosophy, goals, policies, and procedures of Norris. This position requires a flexible schedule that may include participation in an on-call rotation, evenings, weekends, and holidays to meet operational needs. This is a rotating responsibility in the department.

POSITION REQUIREMENTS:
  • Associates or Bachelor's degree in engineering, safety, construction or related program required OR a minimum of ten years related experience and/or training.
  • Relevant certifications preferred.
  • A minimum of three years management experience is required, preferably in the non-profit or health or educational services industry.
  • At least 10 years of progressive experience in the construction and/or maintenance field required.
  • Knowledge of the requirements and limitations of Wisconsin Department of Children and Families Chapter 52: Residential Care Center of Children and Youth as well as other applicable administrative codes, rules and regulations is preferred.
  • Experience, understanding and ability to manage the contractual and internal performance outcome threshold and regulatory requirements of The Occupational Safety and Health Administration (OSHA).
  • Experience, understanding and ability to maintain dams and ponds per DNR regulations.
  • Ability to become a certified well operator.
  • Knowledge of methods, materials and equipment used in cleaning and maintenance.
  • Small & heavy equipment operation, landscaping, turf maintenance, construction and janitorial duties.
  • Knowledge of methods, materials and equipment used in cleaning and maintenance.
