THE POSITION

The Department of Transportation is seeking a Roadway Programs Manager 2 who enjoys analyzing data, solving challenges, and helping teams make strong engineering decisions. In this role, you will guide pavement management efforts, support long-term planning, and help coordinate statewide highway projects. Your work will help ensure that Pennsylvania's roadways are safe, maintained, and ready to meet the needs of communities across the state.



DESCRIPTION OF WORK

This role centers on supporting pavement management processes, guiding statewide planning, and helping the Department make informed engineering decisions for roadway improvements. As a Roadway Programs Manager 2, you will perform the following duties:

  • Pavement Analysis: Review pavement conditions, evaluate needs, and provide data-supported recommendations for improvements
  • Planning Support: Assist District and County staff in using pavement management tools and understanding performance measures
  • Guideline Development: Help create statewide pavement management standards, project selection guidelines, and related policies
  • Program Coordination: Work with multiple bureaus and partners to align pavement data, planning systems, and long-range program goals
  • Preservation Guidance: Support maintenance and preservation strategies by reviewing practices, developing recommendations, and sharing best methods
  • Stakeholder Collaboration: Coordinate with engineers, managers, and agencies to share information, resolve issues, and support statewide initiatives

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Roadway Programs Manger 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of professional or managerial experience in the analysis, development, and implementation of methods and techniques in a roadway maintenance management system including one year in a supervisory capacity and a Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline; or
  • Any equivalent combination of experience and training.
