THE POSITION

As an Equal Opportunity Specialist 2 with the Department of Transportation, you will help strengthen workforce programs that open doors for people across the Commonwealth. This role gives you the chance to support training opportunities, track progress, and ensure fairness in important construction initiatives. You will work with partners statewide to promote growth, opportunity, and long-term success in the heavy highway construction industry.



DESCRIPTION OF WORK

This role focuses on supporting workforce development programs, monitoring compliance, and working with partners to strengthen opportunities within the heavy highway construction industry. As an Equal Opportunity Specialist 2, you will perform the following duties:

  • Program Management: Support workforce initiatives by reviewing program goals, evaluating progress, and coordinating with staff and partners
  • Compliance Monitoring: Review reports, analyze contractor and vendor activities, and conduct audits to ensure program requirements are met
  • Performance Tracking: Maintain data and monitor participation to identify opportunities for minority and women trainees
  • Vendor Oversight: Evaluate work statements, monitor responsibilities, review invoices, and help resolve issues with vendors
  • Training Support: Provide guidance to staff, contractors, and partners on program processes and improvement needs
  • Relationship Building: Develop and maintain productive working relationships with employers, agencies, and workforce partners

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Worksite Assignment: May be assigned to Commonwealth Keystone Building in Harrisburg or the closest available DOT field office to the employee's home or current work location.
  • This position requires some travel throughout the state.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
