The Civil Engineer Manager (Transportation) with the Department of Transportation leads pavement management efforts that shape long-term infrastructure decisions. DESCRIPTION OF WORK

This position leads statewide pavement management efforts that guide planning, design, maintenance, and long-term asset decisions. It supports PennDOT by evaluating pavement conditions, establishing standards, and coordinating with districts to deliver effective and efficient roadway strategies. As a Civil Engineer Manager (Transportation), you will perform the following duties:

  • Pavement Evaluation: Analyze pavement conditions to determine needs and support planning decisions
  • Standards Management: Oversee quality assurance controls and maintain statewide pavement guidelines
  • Technical Modeling: Use engineering software to model pavement performance and advise decision makers
  • Program Coordination: Work with districts and counties to apply pavement management tools and information
  • Policy Development: Assist in creating and updating pavement policies, specifications, and selection guidelines
  • Statewide Collaboration: Coordinate with internal and external partners on pavement planning, data integration, and project prioritization

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position may be eligible for alternate work schedule (AWS)
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of professional civil engineering experience which includes three years in the appropriate speciality and one year of experience in directing the work of civil engineers.

Special Requirement:
  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

Post Employment Requirement:

  • For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six month probationary period.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
