Department Overview
The Office of Ethics, Compliance, and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee or the full Board if required.

Position Summary
As part of the Ethics, Compliance, and Audit Services (ECAS) research security and compliance team, this role manages UC's systemwide export control program to address risk at a large, public university system with billions of dollars of federally sponsored research. Using a complex knowledge base, skillset, and collaborative approach, this role provides meaningful support and impact to all ten campuses, Lawrence Berkeley National Laboratory, academic health centers, organized research units, and other sites through continuous stakeholder engagement and communication. This role requires knowledge of an export control compliance program, to support University of California Systemwide standards, best practices, education, training, assessments, monitoring and oversight of effective risk-based export control compliance programs. As part of an export compliance program, supports institutional research security initiatives and compliance obligations associated with National Security Presidential Memorandum-33 (NSPM-33), the CHIPS and Science Act, and related federal agency implementation requirements. Provides leadership, guidance and education to the organization on export controls, effectively interfacing and working cooperatively with Office of General Counsel, Risk Services, Research Policy Analysis and Coordination, Information Technology, Procurement and Research Compliance and Administration, with the ability to incorporate multiple viewpoints. Represents UC to external agencies and participates in national professional associations. Creates content collaboratively and delivers export control training and education to a wide variety of stakeholders. Establishes, implements and maintains UCOP's local export control compliance program and procedures. Effectively communicates and provides guidance on how to resolve issues and meet nuanced regulatory requirements. Properly documents these actions in accordance with applicable laws, regulations, policies, and procedures. Works on complex issues with limited or no precedence, where analysis of situations or data requires an in-depth evaluation of variable factors. Quickly absorbs and presents on novel and complex topics to diverse stakeholders and clients. Supports the Systemwide ITAR (International Traffic in Arms Regulations) compliance program including development and maintenance of procedures and templates, Technology Control Plans (TCPs) and periodic TCP audits works with stakeholders to determine classification and use by individuals and facilities involved where a TCP, export license or license exception may be required. Includes site visits and ensuring secure storage of materials when needed. Responsible for ITAR licensing and for maintaining the University's DDTC registration, including updates and annual renewals. Maintains up-to-date, expert knowledge base of ITAR, EAR, DOE, NRC, OFAC and FTR export control regulations. Maintains up-to-date, expert knowledge of federal research security requirements. Understands and coordinates complex disclosures including in cases where multiple regulations and policies can overlap. Collaborates on guidance to stakeholders on compliance obligations involving international research collaborations, foreign visitors, international travel, shipment reviews, restricted party screening, publication restrictions, controlled unclassified information (CUI), and protection of sensitive research data and technologies. Supports institutional implementation of risk-based research security practices consistent with federal sponsor expectations. Works collaboratively with the Ethics Compliance and Audit Services team.

Key Responsibilities

30% Supports and models an integrated, best practice, risk-defined export control compliance program based on UC policy and the expectations of the U.S. Department of Commerce, Department of State, Department of Energy and Department of Treasury. Responsible for implementing, monitoring and communicating an effective export control compliance program at UCOP. Develops an export control liaison network within UCOP to support export control processes across UCOP and among campuses and locations. Provides training on relevant processes and policies, including restricted party screening and responds to export control review requests. Orchestrates a coordinated approach to export control compliance within UCOP, among and within UC campuses and locations. Maintains systemwide ITAR licensing, records, procedures, and registration processes. Submits export licenses as needed. Is a resource to location Export Control Officers and the UC community; provides coaching and guidance regarding complex export control situations.

10% Supports institutional research security activities associated with federal sponsor requirements and evolving national security expectations for research institutions, particularly related to export controls. Assists with implementation of research security policies, procedures, training, and risk mitigation measures related to international collaborations, foreign influence, foreign talent recruitment program concerns, disclosure compliance, visiting scholars, and protection of sensitive research information. Collaborates with stakeholders across research administration, information security, procurement, human resources, and academic leadership to support a coordinated institutional research security program consistent with NSPM-33 and agency-specific requirements.

20% Develops and conducts specific and focused export control education and training programs for UCOP, UC campuses and locations. Tailors training to the specific audience to make the training relevant, useful, and actionable.

20% Organizes and participates in Systemwide working groups to address complex cross-functional issues with significant impact. Identifies and supports compliance program best practices, standards and procedures within the UC system, benchmarked from other universities and industry, with the goal of identifying applicable lessons to raise the maturity of compliance programs and decrease risk.

10% Provides support and communication and drives consensus for addressing risk for UCOP, campus and location export control compliance programs in a complex changing regulatory environment. Participates in strategic thinking and planning regarding the Systemwide export control program.

10% Develops metrics and monitors for themes. Develops and conducts export control risk assessments to evaluate risk. Facilitates discussion on related risks and prioritization of resolution, including continuous improvement and maturation of local and systemwide compliance programs.

Minimum 10 years Professional experience or relevant work experience.

Skills and Abilities
Required Qualifications

Demonstrated prior work experience with export control education, licensing, and/or compliance, either at a U.S. university, federal government agency, or industry. Knowledge of export control regulations (Export Administration Regulations, International Traffic in Arms Regulations and Office of Foreign Assets Control Regulations) and Foreign Trade Regulations. Experience in how export control regulations and research security inform research, academic and business activities, and in developing, implementing, and assessing best practice procedures. Experience or ability to learn navigating a large, decentralized institution with diverse stakeholder groups and lines of business. Knowledge of research security best practices involving international collaborations, protection of sensitive research information, controlled unclassified information (CUI), cybersecurity coordination, and institutional risk assessment methodologies in academic research environments.

Excellent skills in complex decision making on critical issues. Demonstrated ability to develop independent recommendations for action as it relates to complex and varying individual export control situations, including identifying the applicable regulations, exemptions and exclusions for a given situation.

Ability to communicate complex information to all levels of management and administrators in a clear and concise manner both written in report form and verbally in meetings and through presentations including procedures, guidelines, policies, training materials, memos, reports and letters. Ability to proofread business correspondence with a high degree of accuracy.

Excellent interpersonal skills to work independently with all levels of University personnel, including management and faculty to facilitate consensus and move projects forward. Ability to facilitate large groups of stakeholders, listen to issues, and build consensus on best practices to address compliance risk.

Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues.

Excellent project management skills. Demonstrated ability to lead working groups to achieve results.

Demonstrated ability to design, develop and deliver training.

Previous experience using federal export licensing systems preferred. Previous experience advising on foreign influence risks preferred.

Knowledge of University compliance policies, procedures and programs.

Willingness to attend external trainings within the first 6 months to gain expertise in specific areas and on an ongoing basis as needed.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
