TISTA Science and Technology Corporation, a leading Federal Government contractor, is seeking a highly skilled Federal Solutions Architect to join our Growth Team. This role serves as a critical technical advisor supporting business development, capture, proposal, and pricing efforts across Federal opportunities. This role partners with Growth, Capture, Proposal, and Executive Leadership teams to design innovative, customer-focused solutions that differentiate TISTA and contribute directly to contract wins. The ideal candidate possesses a blend of technical depth, Federal acquisition knowledge, proposal expertise, and customer engagement experience. Working closely with Capture Managers, Business Development Leaders, Proposal Managers, Pricing Teams, and Executive Leadership, the Pre-Sales Solutions Architect will develop winning technical strategies, solution architectures, and proposal content for Federal Government opportunities. Responsibilities
Business Development & Capture Support
- Serve as the technical lead in support of Federal business development and capture activities.
- Collaborate with Capture Managers and Business Development Leaders to qualify opportunities and shape solution strategies.
- Support pre-RFP shaping activities, including customer engagement, solution workshops, competitive analysis, and capture strategy development.
- Partner with capture teams to identify technical discriminators, strengths, and competitive advantages throughout the opportunity lifecycle.
- Participate in customer meetings, capability discussions, partner engagements, and industry events.
- Support opportunity identification, qualification, and pursuit decisions.
- Lead solutioning sessions to identify and validate varying technical approaches with varying detail depending on need.
- Support gate reviews and opportunity assessments to evaluate technical feasibility, solution readiness, and competitive positioning.
- Develop technical win themes, discriminators, and solution strategies aligned to customer requirements.
- Assist in the assessment of market trends, customer challenges, and emerging technology opportunities.
Solution Architecture & Technical Leadership
- Architect innovative, AI-enabled, scalable, secure, and cost-effective solutions supporting Federal Government customers.
- Identify practical applications of Artificial Intelligence (AI), Generative AI, automation, and advanced analytics to improve mission outcomes and customer value.
- Conduct technical assessments and analyze customer requirements in support of RFIs, Sources Sought, RFQs, and RFPs.
- Develop ConOps, target architectures, solution diagrams, transition plans, implementation approaches, and technology roadmaps.
- Develop technical discriminators, solution differentiators, and modernization strategies aligned to customer missions and acquisition priorities.
- Design cloud-based solutions utilizing AWS, Azure, and other modern technologies.
- Lead technical solution reviews with internal and external stakeholders.
Proposal
- Lead technical proposal development efforts.
- Serve as a technical volume lead for competitive Federal proposals and coordinate solution development across technical contributors.
- Develop content for technical volumes, management approaches, transition plans, and solution narratives.
- Participate in proposal color team reviews and proposal strategy sessions.
- Support Basis of Estimate (BOE) development and collaborate with pricing teams to develop competitive solutions.
- Collaborate with pricing teams to ensure proposed solutions are technically sound, executable, and aligned with cost objectives.
- Contribute to capture plans and technical gate reviews throughout the business development lifecycle.
- Support Price-to-Win discussions and competitive positioning efforts.
Technical Innovation
- Develop Proofs of Concept (PoCs) and demonstrations supporting solution development.
- Develop reusable solution accelerators, architecture patterns, and technical assets that support future growth opportunities.
- Evaluate emerging technologies and recommend innovative approaches to strengthen competitive positioning.
- Assess emerging Federal technology trends and acquisition priorities to shape future solution offerings and capabilities.
- Ensure solutions align with security, scalability, performance, compliance, and operational requirements.
Qualifications
- 5+ years of experience supporting Federal business development, capture, proposal, or solution architecture activities within a government contracting environment.
- Experience supporting Federal Government capture, proposal, or business development efforts.
- Demonstrated experience supporting Federal Government competitive procurements from opportunity qualification through proposal submission.
- Experience developing technical solutions in response to Federal Government RFIs, RFQs, and RFPs.
- Strong knowledge of cloud technologies including AWS and/or Microsoft Azure.
- Strong knowledge of AI/ML tools and solutions.
- Experience creating solution architectures, technical approaches, diagrams, and technical proposal content.
- Experience developing staffing approaches, technical labor mixes, Basis of Estimate (BOE) inputs, and cost-informed solution strategies.
- Ability to communicate complex technical concepts to both technical and non-technical audiences.
- Experience collaborating with business development, capture, pricing, and proposal teams.
- Strong presentation and customer-facing communication skills.
Preferred
- Experience winning Federal Government opportunities working with capture or proposal teams.
- Experience supporting CMS, VA, HHS, USDA, or other Federal agencies.
- Familiarity with Shipley capture methodologies and Federal proposal best practices.
- Experience conducting customer-facing solution workshops, technical strategy sessions, and pre-proposal shaping activities.
- Experience supporting oral presentations, technical demonstrations, and customer solution workshops.
- Demonstrated contribution to winning Federal contract awards through solution architecture, capture support, or proposal leadership.
Education:
- Bachelor's degree in Computer Science, Information Technology, or a related field. A Master's degree is preferred.
Clearance:
- Ability to obtain and maintain a Public Trust clearance.
Location:
Pay Range:
- The pay for this position ranges from $150,000 to $180,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
