Civil Engineer / Project Manager - Hill AFB, Utah Position Summary Cherokee Federal is seeking an experienced Civil Engineer / Project Manager to support facility project planning and execution at Hill Air Force Base, Utah. This full-time, on-site position will support projects from initial requirements and design through construction and closeout. The ideal candidate is a hands-on project manager with a civil engineering background who can develop scopes of work, prepare construction cost estimates, manage design activities, and oversee facility projects through successful execution. Air Force or DoD facility project management experience is highly desired. The Civil Engineering PM will perform a broad range technical review and advisory/assistance for programming and project management support services to satisfy the overall operational objectives of the Civil Engineering Flight and Civil Engineer Squadrons Compensation & Benefits: Estimated Starting Salary Range for Civil Engineering PM: Pay commensurate with experience. Civil Engineering Program Manager Responsibilities Include:
Manage facility renovation, repair, improvement, and construction projects from planning through closeout. Develop project requirements, scopes of work (SOWs), and supporting technical documentation. Conducts site/facility surveys to gather preliminary information. Surveys result in the completion of a Base Civil Engineer Work Request (DD Form 1391) and the creation of a Military Construction Project Data (AF Form 332) that validate the request requirement(s) and are the basis for project advancement or referral for alternate course of action. Tracks requests and inputs programming level data for approved packages into the automated program management system (NEXGEN IT) Support project turnover and closeout, including DD Form 1354 documentation. Ensure projects comply with applicable codes, Air Force requirements, and Unified Facilities Criteria (UFC). Review drawings, specifications, cost estimates, schedules, and design packages. Lead project meetings and coordinate with Government stakeholders, facility users, designers, and construction contractors. Coordinates projects with engineers in a variety of disciplines and/or with architects. Supports and works with engineer/architecture professionals to ensure all design, construction, or operations considerations have been addressed. Performs other job-related duties as assigned Civil Engineering Programmer/Planner Experience, Education, Skills, Abilities requested: * Bachelor's degree in engineering, Architecture, or Construction Management from an ABET-accredited is highly desired * 5 years of experience within the last 10 years in Air Force or Department of Defense (DoD) facility and infrastructure Operations & Maintenance (O&M) project Planning * 5 or more years of USAF Civil Engineering experience in engineering project programming and strategic planning for installation infrastructure development. * Knowledge of Air Force Asset Management philosophy, techniques, and strategy to include experience with Air Force Comprehensive Asset Management Plan project prioritization (assets and their mission/condition) and Air Force Activity Management Plan budgeting process (projects associated with each asset) for Facilities, Utilities, Transportation & Airfield Pavements, Natural Infrastructure and Real Property requirements & opportunities. * Advanced Knowledge of Asset Management core principles coupled with proven performance in implementation of this program must be demonstrated to senior civil engineering management. This knowledge could be demonstrated in prior experience instructing/directing AF installation personnel, or higher-level stakeholders, in asset management or portfolio optimization. Must exhibit skills in assessing risks, costs, and benefits to optimize the cradle-to-grave performance and value of Air Force assets-and maximize mission support. * Working knowledge of demonstrated skill leading installation migration to Asset Management processes that facilitate informed decisions which consider mission considerations and asset performance data (space utilization, condition, and operational costs) in order to identify near-term investment priorities and long-term investment requirements. * Working knowledge of cost estimating using RS Means, PACES, DoD Pricing Guide or other tools is preferred. Emphasis is placed on skills/experience in lifecycle cost estimating practices over actual experience in DoD approved cost estimating tools (i.e. PACES) * Strong organization and management skills to balance and prioritize work * Excellent presentation and communication skills.
