About the Role:

We are seeking a highly specialized Business Process Subject Matter Expert (SME) to support the modernization, deployment, and optimization of enterprise Contract Writing Systems (CWS) across multiple government agencies and the Department of Defense (DoD). The primary purpose of this role is to serve as the definitive bridge between federal acquisition policies (FAR/DFARS) and system engineering teams. You will provide critical business process reengineering expertise to ensure that major CWS implementations-such as ECWM, ACWS, CON-IT, and Navy CWS initiatives-perfectly align with both statutory contracting requirements and modern Agile software delivery frameworks.

Primary Responsibilities:

  • Acquisition Process Mapping: Lead comprehensive analysis and documentation of 'As-Is' and 'To-Be' government contracting workflows, from pre-award solicitation through post-award administration and closeout.
  • System Modernization Advisory: Serve as the functional authority on major federal and DoD Contract Writing Systems (specifically ECWM, ACWS, CON-IT, and Navy systems), ensuring that software configurations accurately support federal procurement lifecycles.
  • Business Process Reengineering (BPR): Identify bottlenecks and inefficiencies in current acquisition workflows, advising federal executives on how to streamline processes using modern SaaS (e.g., Appian, Salesforce, ServiceNow) and Cloud Computing architectures.
  • Requirements Translation: Partner closely with Agile Scrum Masters, Business Analysts, and engineering teams to translate complex Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) rules into actionable user stories and technical requirements.
  • Stakeholder Facilitation: Facilitate design sessions, user acceptance testing (UAT), and requirements workshops with federal contracting officers (KOs), procurement analysts, and IT leadership.
  • Change Management: Develop operational training materials and champion user adoption strategies to assist federal acquisition workforces in transitioning from legacy tools to modernized CWS platforms.

Required Qualifications:

  • 5+ years of professional experience in federal government contracting, acquisition, or procurement.
  • Demonstrated, hands-on SME experience interacting with, implementing, or managing prominent federal/DoD Contract Writing Systems (should have experience with at least one or more of the following: ECWM, ACWS, CON-IT, or Navy CWS).
  • Deep, authoritative knowledge of the federal procurement lifecycle, the FAR, DFARS, and agency-specific acquisition supplements.
  • Extensive experience leading Business Process Reengineering (BPR) initiatives specifically tailored to federal contracting or financial management workflows.
  • Proven ability to translate statutory acquisition regulations into IT system requirements and logical workflows.
  • Excellent communication and presentation skills, with a track record of successfully advising senior government executives and contracting officers.

Preferred Qualifications:

  • Experience supporting the modernization of legacy CWS tools using leading Low-Code/No-Code platforms like Appian or ServiceNow.
  • Familiarity with Agile software development methodologies and managing requirements in tools like Jira.
  • Prior consulting experience acting as a functional SME on large-scale federal IT modernization programs, particularly for agencies like DHS or DoD.

Education Requirements:

  • Required: Bachelor's Degree in Information Technology, Business Administration, Computer Science, or a related field.
  • Preferred: Master's Degree in Information Systems or Business Administration (MBA).

Citizenship & Clearance Requirements:

  • Required: Must be a U.S. Citizen.
  • Preferred: Active Secret.

Target Salary Range

Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual's combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $120,000.00 - $140,000.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy's total compensation package for employees.
