Harkcon is seeking a proposal-contingent Senior Management Analyst 2 to provide analysis, review support, reporting, and coordination for FEMA National Training and Education Division (NTED) Training Partners Program (TPP).

Security and Suitability: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.

Location: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction.

*** This position is contingent upon award of a contract to Harkcon***

Responsibilities

The Senior Management Analyst 2 will:

  • Support review cycles, reporting, and quality documentation.
  • Coordinate with project leadership, subject matter experts, reviewers, and stakeholders.
  • Assist with action tracking, deadline monitoring, data collection, and deliverable preparation.
  • Support course review, instructor audit, grant review, NIMS review, consulting, or Section 508-related coordination as assigned.
  • Maintain organized work products and support issue tracking and resolution.

Qualifications

  • Bachelor's degree.
  • At least 4 years of relevant experience.

Preferred Qualifications

  • Experience with DHS, FEMA, preparedness, training, grants, quality review, or federal program administration environments.
  • Strong organization, follow-through, writing, and coordination skills.
  • Ability to support multiple workstreams while maintaining documentation discipline.

Additional Details

This is a part-time role based on task order demand, with hybrid and remote options possible depending on role and Government direction. Candidate must be able to maintain continuity and availability throughout the period of performance.
