HDR is seeking an experienced Federal Project Manager or Senior Project Manager to serve as a key member of our Federal Water Team, leading the delivery of complex water infrastructure projects for federal agencies across the United States.

In this role, you will manage a wide range of projects, including water resources infrastructure, water and wastewater treatment facilities, and water distribution systems. As the project leader, you will oversee multidisciplinary teams responsible for planning, design, and construction support services, ensuring successful project delivery from inception through closeout.

Beyond project execution, you will play a critical role in building and maintaining client relationships, supporting business development efforts, and helping expand HDR's federal water practice. This position offers the opportunity to work on meaningful projects that support military readiness, environmental stewardship, and critical public infrastructure.

The successful candidate will be accountable for project scope, schedule, budget, quality, and profitability while delivering exceptional service and value to our federal clients.

In the role of Federal Project Manager / Sr PM, we'll count on you to:

  • Lead, direct, and oversee all phases of complex, multidisciplinary projects from planning and design through construction support and project closeout.
  • Manage multiple concurrent projects while maintaining alignment with client objectives, budget expectations, and delivery schedules.
  • Build and maintain strong relationships with federal and military clients, serving as a trusted advisor and key point of contact.
  • Support business development activities, including marketing efforts, proposal preparation, contract negotiations, and project pursuits.
  • Facilitate project planning, design development, and contract document review sessions with clients, technical staff, and project stakeholders.
  • Coordinate resources and staffing across multiple disciplines to ensure successful project execution and delivery.
  • Collaborate with HDR leadership, including Business Managers, Project Controllers, Department Managers, and technical leaders, to monitor project performance and drive successful outcomes.
  • Implement and oversee quality assurance and quality control (QA/QC) procedures to ensure technical excellence and compliance with project requirements.
  • Support staff development initiatives and implement training programs aligned with HDR's strategic objectives.
  • Lead and mentor project teams, including coaching and developing less-experienced Project Managers and technical professionals.
  • Monitor project financial performance and maintain accountability for scope, schedule, budget, risk management, and profitability.
  • Maintain professional engineering licensure and stay informed of industry best practices and emerging federal market trends.
  • Perform other duties as required.
Required Qualifications
  • Bachelor's degree in Engineering
  • 10 years related experience
  • A minimum 5 years project management experience
  • Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
  • MS Office and MS Project experience (Access experience would be plus)
  • Demonstrated leadership, business development and strategic planning skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
