This position is recognized within the company as a subject matter expert in one or many key elements of an emergency preparedness program. Employees in this position provide integration, coordination and effective implementation of the Duke Energy Nuclear Emergency plan and procedures in accordance with State and Federal Guidelines and Regulations. At times, this position provides direction and control in the development and implementation of program elements. This position is responsible for the administration of the Emergency Plan. Administration includes but is not limited to maintenance of emergency facilities, equipment and supplies, training of Emergency Response Organization (ERO) team members, which includes evaluating drill and exercise performance, preparing drills and exercises to support required objectives, and maintaining ERO qualifications. Individuals at this level solve more complex problems with only general supervision and minimal guidance. Incumbents are expected to develop strong skills and the ability to work with greater independence. They effectively apply fundamental concepts and procedures to work that is fairly complex and varied. Individuals are expected to take ownership of the Emergency Preparedness program. This includes being able to coach up and influence others in support of Emergency Preparedness.

Responsibilities
* Develops and/or maintains the Emergency Plan and Emergency Plan Implementing Procedures to support changes identified in drills, exercises, assessments and changes required by Federal Regulation. All proposed revisions to the Emergency Plan Implementing Procedures and the Emergency Plan must be thoroughly reviewed to ensure that there is no reduction in the effectiveness of the Emergency Plan. These reviews are scrutinized through regulatory inspection.
* Develops Drill and Exercise Scenarios. Development of drill and exercise scenarios that will meet all objectives of NUREG -0654 and station commitments is imperative. Additionally these scenarios must be as realistic as possible and challenge the organization by driving them into multiple procedures. This position is required to help in the validation of the scenarios by reviewing, assisting in tabletops, and simulator validations. This activity includes verifying calculations, validating timelines as accurate, and assisting in table tops and simulator runs of the exercise to validate objectives are met.
* Develops and maintains augmented Emergency Response Organization Qualifications and training in accordance with accredited training processes. Coordinates with functional area and training CFAMs to ensure required ERO training requirements are embedded in accredited training programs for On-Shift personnel
* Maintains emergency response equipment. The individual must become familiar with all equipment in each emergency response facility. This includes phones, computers, dose projection systems, displays, and other communication set-ups. Additionally the individual must become familiar with the ERO notification system and siren system and be able to operate and test as appropriate. These tests could require coordination of internal and external resources; for communications to the public, and county managers to ensure satisfactory results. The employee is able to accomplish these tasks with minimal guidance.
* Supports and coordinates with off-site governmental agencies and non-nuclear Duke Energy business units. Individual must build a strong working relationship with offsite contacts and government agencies to encourage trust, advocate a team atmosphere, build consensus, and facilitate communication. The individual has to be able to interface in a professional manner with all offsite contacts. The interface includes maintenance and/or negotiation of offsite letters of agreement and/or contracts with governmental agencies. It also includes; representing Duke Energy in interface with regulators and industry working groups; representing emergency preparedness activities with Duke Energy transmission departments for siren maintenance, Customer Service Centers/Corporate Communication for emergency public information, and Business Continuity for violent weather and Pandemic planning.

* In lieu of Bachelor's degree(s) AND 5 year(s) related work experience listed above, High School/GED AND 7 year(s) related work experience

* Bachelor's degree in Other Technical
* Senior Reactor Operator

Working Conditions

  • Hybrid - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the designated Duke Energy facility. Reliable, consistent transportation is required to ensure timely arrival at the applicable facility.

Specific Qualifications
* Previous Nuclear Plant Experience
* Demonstrated verbal and written communication skills and ability to work with various management levels
* Demonstrated ability to lead implementation of EP program elements
* Working knowledge of software applications such as Microsoft Office products, WebEOC, and Exercise Builder Nuclear
* Working knowledge of NRC and FEMA Emergency Preparedness Regulations
