Construction Manager

This position requires an active Secret clearance to be considered.

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

Provides on-site construction management oversight and quality assurance support to Naval Facilities Engineering Systems Command (NAVFAC) within the Atlantic Area of Responsibility (AOR). Serves as the primary on-site Government representative responsible for managing federal construction contract execution at Navy and Marine Corps installations. Work is primarily performed on-site in Portsmouth, VA and Kittery, ME, with additional locations and remote work as directed.

Estimated Starting Salary Range for Construction Manager: Pay commensurate with experience.

Construction Manager Responsibilities Include:
* Review pre-final contract drawings and specifications for constructability and alignment with actual field conditions.
* Attend contractor pre-bid site visits and document questions as permissible.
* Coordinate mandatory post-award meetings, including post-award kickoff, preconstruction conferences, partnering sessions, QC (5-part) meetings, design reviews, weekly production meetings, Facility Turnover Planning meetings (NAVFAC Red Zone), and final inspections.
* Review contractor administrative submittals (schedules, environmental protection plans, QC plans, Accident Prevention Plans (APP)) and coordinate review/approval of Government-approved technical submittals (shop drawings, product data, O&M data) per contract requirements.
* Monitor construction progress, including daily production reports and Construction Quality Control (CQC) reports.
* Attend QC meetings for critical work activities and take action to ensure contractor QC meets contract requirements and the three-phase QC process is implemented (including recommending dismissal of QC Manager/QC staff when warranted).
* Provide technical solutions to unforeseen construction issues through coordination with the designer and contractor; recommend field changes that do not impact facility function, cost, or schedule.
* In conjunction with the Engineering Technician (ET), review Activity Hazard Analyses (AHAs) prior to each work activity and when new crews begin work.
* Review and recommend acceptance of the Accident Prevention Plan in conjunction with the ET.
* Review and recommend approval of cost-loaded network analysis schedules as the basis for payment and invoicing; recommend retainage/withholding as required.
* Assist in identifying modification needs and reason codes for scope, cost, and/or schedule changes through collaboration with the contractor, Supported Command, designer, and other stakeholders.
* Prepare or coordinate sketches and clarifying drawings supporting proposed changes and contract modifications.
* Assist the Integrated Product Team (IPT) Project Manager (PM) with Post Construction Award Services (PCAS) management.
* Provide required contract information in NAVFAC enterprise IT systems.
* Keep the Contracting Officer's Representative (COR) informed on project status under administrative and technical control.
* Coordinate delivery, acceptance, inspection, and installation of Government-furnished equipment.
* Coordinate installation of collateral equipment and connection of phone/data/communications systems and utilities.
* Support the ET in coordinating outages and reviewing Crane Critical Lift Plans.
* Enforce contractor safety and health compliance; recommend dismissal of key contractor staff for nonperformance or recurring safety violations when necessary.
* Coordinate real property documentation, including property record inventory documents and DD1354 Transfer and Acceptance of Military Real Property, in accordance with NAVFAC Business Management System (BMS) and in coordination with IPT PMs and the Installation Real Property Accountable Officer (RPAO).
* Provide performance feedback to the assessing official for CPARS evaluations.
* Support contract closeout deliverables, including as-built drawings, O&M manuals, and warranty documents to the Supported Command/facility manager or local Civil Engineering Squadron (CES).
* Support timely contractual correspondence and ensure official contractor correspondence/submittals are maintained in the contract file.
* Provide project status updates to NAVFAC and Supported Command senior personnel.
* Participate on Design & Construction (D&C) process improvement teams when requested.

Construction Manager Experience, Education, Skills, Abilities requested:
* Minimum of 5 years of experience as a Construction Manager or Project Manager on Federal Government construction contracts.
* Graduation from an accredited engineering or construction management program may be considered equivalent to 2 years of field experience.
* Demonstrated ability to provide independent construction management oversight in compliance with Federal Government contract requirements.
* Proficiency with Primavera P6 (or similar scheduling software) and strong understanding of network analysis schedules and critical path impacts.
* Strong leadership and technical capability to independently resolve complex field issues.
* Working knowledge of end-to-end construction management processes, including submittals, quality control, and safety requirements.
* Familiarity with USACE/NAVFAC contract requirements, quality control programs, and three-phase QC processes.
* Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
* Must pass pre-employment qualifications of Cherokee Federal.
