Job Summary

The Property and Materials Manager oversees event execution, fleet services, and property rental operations across multiple Phoenix College locations. Physically manages and coordinates multi-department events, including commencement and large-scale ceremonies, with regular evening and weekend availability for special events. Supervises and maintains ultimate accountability for rental agreement preparation, terms negotiation, and room space scheduling, while serving as backup for these functions during staff absences. Administers the fleet booking and rental process and collaborates closely with departmental staff to maintain continuity across all rental, fleet, and event functions.

Essential Functions

45% - Plan, manage, and execute multi-department events and programs, including commencement and large-scale ceremonial events
  • Coordinates and oversees college-wide events on site from setup through breakdown; manages all on-site components of commencement planning and execution, including staging, setup, and breakdown
  • Oversees event logistics such as space preparation, equipment placement, vendor coordination, and day-of troubleshooting; coordinates complex logistics for large-scale events, including ceremonies, convocations, and institutional celebrations
  • Serves as the primary on-site point of contact during events, ensuring successful delivery for internal and external stakeholders
  • Manages vendor relationships and procurement of furniture, fixtures, and equipment for special events
  • Evening and weekend coverage required for special events

20% - Supervises and maintains accountability for rental agreement operations; oversees contract lifecycle management systems and processes
  • Provides direct supervision over the preparation of rental agreements, negotiation of terms, and scheduling of room space for internal and external clients
  • Reviews and approves rental contracts, pricing structures, and facility usage decisions to ensure alignment with institutional policies
  • Serves as backup to perform rental agreement functions during staff absences, maintaining full working knowledge of all procedures
  • Utilizes Contract Lifecycle Management (CLM) systems to track, monitor, and manage event, rental, and fleet-related contracts; ensures compliance with contractual terms and institutional policies
  • Maintains accurate documentation and digital records of all agreements

15% - Administers fleet booking and rental operations
  • Manages the fleet booking and rental process, including vehicle scheduling, availability tracking, and customer coordination
  • Develops and maintains fleet usage procedures and ensures compliance with institutional policies
  • Monitors fleet inventory, maintenance schedules, and utilization to support operational efficiency

10% - Supervises the work of staff
  • Conducts performance evaluations and coordinates training for event and fleet support staff
  • Identifies training needs and oversees staff development and mentoring
  • Implements hiring, discipline, and termination procedures as needed

10% - Tracks operational data and prepares regular reports; manages and administers budgets and expenditures related to events and fleet operations
  • Develops and maintains tracking systems for fleet usage, event metrics, and facility utilization
  • Prepares regular analytical reports for leadership on operational outcomes
  • Monitors and reports on budget performance and resource allocation; identifies resource needs and makes recommendations for budget allocations
  • Develops and monitors departmental budgets for events and fleet operations
  • Ensures fiscal responsibility and cost-effectiveness in all operations


Minimum Qualifications

Bachelor's degree from a regionally accredited institution in business administration or public administration and five (5) years of experience in administrative operations associated with the delivery of property and materials services, procurement contract negotiations, and project management that includes two (2) years of supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Experience overseeing or administering internal and external space rental operations
  2. Experience using a Contract Lifecycle Management system (e.g., Maricopa's CLM or similar)
  3. Experience physically managing and executing multi-department events, including evening and weekend coverage
  4. Experience planning and managing commencement or large-scale ceremonial events
  5. Experience managing fleet booking, vehicle scheduling, or rental logistics
  6. Experience tracking data and preparing regular reports
  7. One (1) year of full-time, relevant MCCCD experience within the previous two (2) years


Special Working Conditions
  • MCCCD does not sponsor individuals for any type of work visa
  • Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving
  • May be required to work at multiple sites or locations
  • Monday - Friday, 8 am - 5 pm. Work Schedule Varies; may be required to work evenings and weekends
  • May be required to lift or carry up to 25 lbs

Working Conditions: Work is routinely performed in an indoor office environment.
