Overview:
Oak Ridge National Laboratory (ORNL) is seeking a Director for the Office of Institutional Strategic Planning. The purpose of this position is to provide leadership for institutional S&T strategies, including development as well as S&T resourcing, planning and performance management at ORNL. The Director reports to the Deputy Laboratory Director for Science & Technology and works closely with the Laboratory Director, the Director of the Office of Integrated Performance Management, Associate Laboratory Directors, and other members of the Leadership Team. Major Director Duties and Responsibilities:
- Advances the development and integration of the Laboratory strategy, potentially including galvanizing select cross-lab S&T initiatives important for the lab strategy.
- Leads ORNL internal discretionary investments with an emphasis on resourcing the Lab's S&T strategic plans through working closely with ALDs and executing across Laboratory Director's R&D (LDRD), which includes strategic hires, R&D projects, Seed, as well as ICE and program development allocations.
- Leads the development of annual or biennial reports, including the Annual Laboratory Plan and the Laboratory Agenda and working with the director of IPPM on the Annual Report.
- Develops new approaches/tools to enhance tracking and awareness of ORNL S&T investments and their impacts, as well as S&T annual metrics.
- Collects, compiles and synthesizes internal and external strategic benchmarking information on an ongoing basis.
- Oversees the research library and its functions, including research intelligence, publication security and ethics, and subscriptions.
- As director of OISP, provides strategic oversight and serve as the line manager for the following OISP entities:
o ORNL Laboratory Directed R&D
o ORNL Research Library and information services
o ORNL Strategic planning
- Organizes ALD meetings and data calls that support lab planning, discretionary investments and overall laboratory performance.
- Meets and presents regularly to groups and individual ORNL managers and staff to educate and bring visibility to OISP and its programs, answer questions, and receive feedback.
- Contributes to the PEMP tracking and midyear PEMP performance assessment activities as well as Annual Report.
- Collaborates with the Chief Financial Officer to develop, review, and track indirect funding allocations.
- Serves as co-Management System Owner for the ORNL Integrated Performance Management System with the OIPM director and procedure owner for the Establish and Manage Directorate Advisory Committees in SBMS.
- Interacts with DOE and other national laboratories on matters relating to strategic planning, LDRD and ICE programs.
- Maintains strong commitment to ORNL values and research code of conduct.
Basic Qualifications Required:
- A PhD degree in a science or engineering field with at least 15 years of relevant R&D experience in a science or technical discipline and a minimum of three years of management experience.
- Excellent interpersonal and oral communication skills.
- A visionary and goal-oriented individual with demonstrated experience in planning, developing, and implementing research programs.
- The ability to build trust, credibility, and working relationships with internal partners and work effectively as part of a team.
- Ability to work in a fast-paced environment, be detail oriented, creative, articulate, personable, and self-confident.
- Excellent organizational skills, and ability to quickly grasp complex concepts across disciplines, leading to prioritized investments that are likely to have the greatest impact.
Qualifications Preferred:
- S&T Division Director experience.
- Knowledge of the Department of Energy and National Lab system.
- Knowledge of ORNL business processes.
