Bachelor's degree in a related field or equivalent and 8 years of professional experience

Position Summary
This position supervises the daily operations of professional staff of the Payroll Analyst section of the Payroll department. This position ensures that the staff completes all activities related to processing biweekly and monthly payrolls in a timely and accurate manner.
This position also oversees the TCP Timeclocks for UGA, which includes troubleshooting clock-in errors, working with F&A IT, EITS, and the USG system office to resolve errors, coordinating delivery of replacement clocks, and tracking TCP clock locations.
The Time & Labor Manager must prepare the biweekly and monthly payrolls by analyzing queries and reports in the OneUSG Connect system and resolving the issues. This position will also work to improve current reporting and use payroll error trends to determine additional reports that may increase the efficiency and accuracy of the payroll. Additionally, the Time and Labor Manager will maintain custom TL data for UGA, including the automated enrollment matrix, the Time and Absence Listserv, shift differentials, and other special payable time rules. Responsibilities also include updating and maintaining Time Reporter data, proactively analyzing system data to determine pay inconsistencies, and working with both distributed units at UGA and Payroll Analysts at the Shared Services Center to resolve any payroll related errors on the biweekly and monthly payrolls.
This position must be flexible and have the ability to be productive in a high-stress, fast-paced environment and meet stringent production deadlines. This position coordinates between the University System of Georgia ( USG), the Shared Services Center ( SSC), and UGA distributed departments regarding payroll related issues, including time and labor automation, reporting inconsistencies, timeclock errors, and general pay discrepancies.

  • Additional responsibilities include assisting with personnel issues, such as interviewing, hiring, training, and coordinating/assigning tasks.
  • Conducts annual performance evaluations, salary increase recommendations, etc.

  • Run weekly reports and to help identify and test additional reporting tools for Time and Labor to ensure correct and efficient biweekly payroll processing.
  • Design and develop other reports to improve processes.
  • Run and analyze queries and reports to process the Biweekly and Monthly Payrolls.
  • Find errors and resolve all issues prior to confirming payroll.
  • Contact distributed departments to inform them of corrections that are needed or done.

  • Responsible for managing and overseeing the time administration process for the collection, editing, processing, and distribution of time and attendance information required by the time and labor system.
  • This includes management of UGA's custom config items such as shift differentials, TL auto enrollment matrix, auto meal deductions, task profile IDs, pay from schedule, and any other customization as it becomes relevant.

  • Assists distributed departments and employees with payroll-related questions, including time reporting, time clock, payments, etc.
  • Utilizes Team Dynamix and the ServiceNow ticketing system to respond to user requests.
  • Manages the Time & Absence, sending communications as needed.
  • Adds and removes users from the listserv when requested.
