OUC - The Reliable One, is presently seeking a Compliance Analyst - NERC to join the Legislative, Reg & Compliance division. - Bachelor's degree in Science, Technology, Engineering, Math (STEM), or a related field.
- 3+ years of electric utility experience, including work with generation, transmission, and/or operations systems, and at least 1 year of experience with NERC reliability standards.
- Working knowledge of:
- NERC, FERC, and SERC jurisdiction, authority, and compliance processes
- NERC Reliability Standards, RSAWs, and audit practices
- Electric utility operations (transmission, delivery, production, IT, security)
- Data metrics, reporting, and project coordination
- Proficiency with Microsoft Office Suite and Adobe, with the ability or willingness to learn tools such as AssurX (GRC), Jira, and other workflow or evidencetracking systems.
- Strong collaboration skills and the ability to work effectively with SMEs across multiple business units.
- The ability to work independently with accountability and sound judgment.
- Excellent communication skills, including the ability to handle sensitive compliancerelated discussions professionally.

Job Purpose: Supports OUC's compliance with all current mandatory and enforceable NERC Operations and Planning (O&P) reliability standards, while ensuring organizational readiness for future enforceable NERC O&P standards. Ensures that all required compliance documentation, controls, procedures, and processes, are properly designed, implemented, and maintained. Monitors and validates that compliance programs are executed effectively and produce complete, accurate, and auditable evidence sufficient to clearly and defensibly demonstrate compliance. Primary Functions:
- Periodically review OUC's compliance documentation and supporting evidence to verify ongoing compliance with NERC requirements.
- Ensure Subject Matter Expert (SMEs) understand NERC requirements and compliance.
- Assist SMEs in the development of effective compliance strategies, clearly defining roles, responsibilities, timelines, and expectations.
- Collaborate with SMEs across multiple business units to ensure compliance evidence is accurate, timely, complete and sufficient.
- Identify discrepancies, gaps, or weaknesses in compliance activities and recommend appropriate corrective actions and internal controls.
- Attend industry conferences, workshops, webinars, seminars, and training sessions to maintain current knowledge of NERC standard, audit practices, and regulatory developments.
- Serve as a liaison to other business units to facilitate communication, coordination, and issue resolution related to NERC compliance.
- Participate in audit preparation and audit-related activities for SERC compliance audits, conducted on a three-year cycle.
- Monitor NERC and Federal Energy Regulatory Commission (FERC) communications, standards, and guidance to identify current and future enforceable O&P Reliability Standards applicable to OUC.
- Partner in developing and implementing an internal review schedule of all applicable NERC O&P standards including compliance reviews, SME review dates, and periodic evaluation of logged evidence.
- Identify, analyze, and recommend mitigation strategies for potential non-compliant conditions.
- Update OUC transmission and generation data and prepare and submit required quarterly and/or annual compliance reports to SERC through the appropriate reporting platforms (e.g., Portal or Align).
- Maintain and routinely update all Reliability Standard Audit Worksheets (RSAWs) in accordance with regulations.
- Coordinate with the Document Control Specialist to ensure compliance evidence is organized, complete, traceable, and readily accessible for audits and internal reviews.
- Maintain effective working relationships with all SMEs and management to ensure awareness of compliance history, current compliance status, and upcoming enforceable requirements.
- Provide monthly status update reports to the Compliance team summarizing compliance activities, risks, mitigation efforts, and opportunities for continuous improvement.
- Perform other duties as assigned.
Technical Requirements:
- Working knowledge in all, but not limited to, the following:
- FERC Federal Electric Regulatory Commission, NERC North American Electric Reliability Corporation and SERC jurisdiction and authority
