Serve as the senior facilities and infrastructure technical advisor for V
95 and V
3 test sites, providing expert guidance, analysis, and recommendations to Government Program Office and Major Project stakeholders in support of Navy combat system installations and integration.
- Act as the primary facilities coordination and advisory interface with Program Offices, Major Project Leads, and Combat System Installation Teams, advising Government decision makers on facility readiness, infrastructure compatibility, risk considerations, and schedule impacts associated with new and evolving combat system capabilities, including SPY 6(V)4, SEWIP, FXR, EASR, and future capability insertions.
- Provide senior level advisory support for facilities and infrastructure requirements associated with Major Projects and new capability installations, including:
- Assessing infrastructure readiness and limitations
- Recommending maintenance sequencing and outage windows
- Identifying risks and mitigation strategies that may impact test schedules and mission execution
- Perform site monitoring and coordination for V 95 and associated facilities; liaise with onsite personnel and contractors to identify issues, track resolution status, and elevate concerns to appropriate Government authorities. Communicate potential site wide impacts (e.g., power outages, infrastructure disruptions) to affected stakeholders.
- Conduct informal inspections and assessments of facilities, utilities, safety systems, site security infrastructure, cleanliness, and environmental conditions; document findings and advise Government representatives on required corrective actions or follow on support.
- Maintain and oversee the accuracy and completeness of asset management and maintenance tracking data, ensuring reliable information is available to support Government planning, budgeting, lifecycle analysis, and decision
- Develop, document, and recommend Statements of Work (SOWs) for major repairs, equipment replacement, infrastructure upgrades, and new capability installations. Support Government review by providing technical input, scope clarity, and contractor performance assessments.
- Plan and coordinate facilities and infrastructure lifecycle support activities, including HVAC systems, chillers, compressors, generators, towers, shelters, power distribution, fiber infrastructure, and site utilities, in accordance with executed MOAs/MOUs and Government defined responsibilities.
- Support execution and sustainment of facilities related MOAs/MOUs (e.g., V 95 and future V 3 agreements) by advising Government stakeholders on demarcation points, maintenance responsibilities, funding considerations, and coordination requirements among SCSC, NASA, prime contractors, and system vendors.
- Coordinate closely with Public Works, Engineering, Supply, Safety, Security, and Technical Directorates, facilitating cross organizational collaboration and providing subject matter expertise to resolve facilities related issues affecting site operations and combat system testing.
- Quantify facilities and infrastructure requirements and provide technical input and recommendations to support Public Works budgets and long range planning efforts, including the Five Year Master Plan, with consideration for mission growth and future test demands.
- Support facility planning efforts in accordance with NAVFAC P 80 criteria and Navy Shore Facility Planning System guidance, advising on space utilization, infrastructure adequacy, and potential expansion needs.
- Coordinate with engineering and design teams to review and provide technical feedback on conceptual designs, calculations, and facility planning documentation to ensure safety, security, power, HVAC, and habitability requirements are addressed prior to Government approval.
- Assist Government representatives in coordinating emergency maintenance response, trouble calls, and mission critical repairs by providing technical assessments, tracking execution status, and identifying impacts to operations.
Travel
- This position includes a low level of travel.
Education, Knowledge, Experience, Skills and Abilities Required
- A high school diploma or GED equivalent.
- Associate's or technical degree in Construction, Project Management, Facility Management, or a related area preferred.
- Project Management experience in building equipment site upgrades and maintenance
- Ten years of increasing responsibility in the management, installation, construction, and maintenance of equipment, utilities, control systems, and buildings.
- Documented journeyman level skills in heating, ventilating, and air conditioning (HVAC), plumbing, or electrical systems.
- Administrative skills and computer literacy.
- Exceptional customer service and interpersonal skills, as well as verbal and written communications skills.
Certificates, Licenses, Registrations
Qualifications
- Active DoD Secret security clearance highly desired, however candidates who are eligible to obtain and maintain a DoD Secret security clearance will be considered. If the selected candidate does not hold an active clearance, he/she will receive a contingent offer. A start date will be established once an interim Secret clearance is granted.
- Must be a U.S. citizen.
- Must have reliable transportation to and from various work locations on base.
- Must maintain the capacity to communicate with their supervisor and/or manager when not in the office.

- Ability to frequently traverse stairs.
- Sitting for long periods of time, standing, walking, crouching, and kneeling.
- Reaching, handling, using equipment, keyboards, and mobile devices.
- Ability to lift and transport materials and equipment weighing up to 50 pounds on a frequent basis and up to 100 pounds utilizing appropriate safety processes and procedures on an occasional basis.
