  1. In this role, the selected candidate will collaborate with the client to understand business structure, policies, and operations. Conduct needs assessment of training and prepare training materials and, deliver training content both in person and virtually, and maintain O&M procedures. Additionally, as a Business Analyst), the person in this role will work closely with end users to analyze, define, model, and document project requirements to be communicated to other team members.


U.S. citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before the start of their employment..

TCG is pleased to offer remote employment in the following states: AL, AZ, CO, CT, DE, GA, HI, IL, IN, KS, LA, MD, MA, MI, MN, MO, NJ, NC, OH, OR, PA (excluding the City of Philadelphia), SC, TN, UT, VA, WV, and WI. Additionally, the selected candidate must be able to travel to Washington, DC for laptop pickup and repairs, as needed. This role also requires occasional (in-person) travel to Oklahoma City for 2-day sessions to train Users on several systems that Federal and State personnel will utilize. .

RESPONSIBILITIES:



  • Coordinate a wide range of Business Analyst and Training projects
  • Oversee and make decisions collaborative with project management (TCG and Government) on the prioritization of specialized tasks.
  • Deliver hands-on support to the Federal Client, and spearheads the onboarding of all States throughout the U.S. into the system.
  • Create and index inventory of IA training videos and create new videos as the applications evolve, modernizing the IA-TRN system with searchable video/digital assets.
  • Conduct analysis on complex priority issues and makes recommendations to leadership
  • Perform testing on development with the Senior Software Engineer (VFP) and Web Developer, creates and maintains documentation, data dictionary, and ATO documentation..


  • Act as a liaison with key personnel, groups and stakeholders, both internal and external to DOT, and independently anticipates and solves problems
  • Act as the point of contact for the receipt, coordination, review, research and analytical preparation of information systems and training information
  • Seek opportunities to implement technical or process solutions to prioritize efficiency, reduce waste and fraud, and focus on the needs of low-income families


REQUIRED EXPERIENCE & SKILLS:



  • At least 5 years of experience overall with a minimum of three (3) years of experience serving as a Business Analyst on technology modernization projects
  • A passion for public-sector innovation, an understanding and appetite to apply current tools and methods to optimize systems and workflows
  • The capacity to think critically, develop and evaluate long term solutions, and contribute to the Client's strategic goals
  • Dedication to the Client's mission and goals.
  • Strong written and verbal communication skills
  • Demonstrated ability to work effectively with diverse teams
  • Independent problem-solving skills, strong analytical abilities, creativity and a "helping others helps us all" personality
  • Excellent time management and ability to juggle multiple tasks under strict deadlines
  • Familiarity with government policies, procedures, and regulations
  • Ability to talk to clients about technology and training with the understanding that clients are not themselves Technologists/Trainers, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
  • Experience in reporting to and building rapport with program & project team members, stakeholders, and high level government executives


EDUCATION:



  • Bachelor's degree or equivalent experience required, in Business Administration, Computer Science, or a related technical field is preferred.
  • Certified Scrum Master or related certification preferred.
