THE POSITION

Are you a seasoned Information Technology (IT) Project Manager (PM) who thrives on complexity, cross-agency collaboration, and high-impact work that improves the lives of Pennsylvanians? The Health and Human Services (HHS) IT Delivery Center (DC) provides end-to-end IT services to all staff in the Department of Health (DOH), Department of Human Services (DHS), Department of Drug and Alcohol Programs (DDAP), and the Department of Aging. We are looking for a dynamic Senior IT Project Manager to lead and deliver major technology initiatives!

DESCRIPTION OF WORK

In this role, you will guide diverse project teams, navigate evolving priorities, and ensure mission-critical systems are delivered successfully, securely, and on time. If you excel at bringing structure to complexity, managing multiple stakeholders, and translating business needs into technical outcomes, we want to hear from you! Key Responsibilities:
- Lead end-to-end delivery of complex IT projects for various HHS IT DC supported agencies
- Manage project scope, timelines, risk, communication, and resource planning
- Facilitate collaboration between business leaders, technical teams, and external partners
- Provide clear, proactive project reporting to agency leadership
- Ensure adherence to state IT standards, procurement policies, and security requirements
- Drive solutions that improve service delivery, efficiency, and user experience.

- Full-time employment
- Work hours range from 7:30 AM to 5:00 PM, Monday - Friday, (candidate may decide schedule, lunch period will be based on selected work schedule (30 minute or 1 hour lunch).
- Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. You will be required to report in-office at 2525 North Seventh Street, Harrisburg on Tuesdays, Wednesdays, and Thursdays each week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $88,235.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years of experience as a Business Analyst 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of experience as a Project Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of experience in leading IT systems development or implementation projects and a bachelor's degree; or
- An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.
Additional Requirements:
- You must have four to six years of experience successfully managing all components of an intermediate-scale IT project, such as system upgrades, moderate integrations, vendor oversight, and other responsibilities aligned with the Software Development Life Cycle (SDLC).
- You must have an active Project Management Professional certification for a minimum of three (3) full years issued by Project Management Institute (PMI).
- You must have experience managing projects utilizing Waterfall and Agile (iterative) methodologies.
- You must be able to perform essential job functions.
