Job Description:

The Senior Manager, Accounting Operations will lead and oversee the Accounts Receivable (AR), Accounts Payable (AP), and Payroll functions. This role will ensure accurate, timely, and compliant financial operations in accordance with U.S. GAAP, FAR, CAS, and other federal contracting regulations. The position will be responsible for strengthening internal controls, improving process efficiencies, and supporting audit readiness across all transaction cycles

Basic Requirements:



  • Bachelor's Degree in Accounting, Finance, or related field
  • Minimum of eight (8) years of progressive accounting experience, including government contracting experience
  • Minimum of five (5) years of leadership experience managing accounting or financial teams
  • Experience managing AR, AP, and Payroll functions
  • Experience with federal billing platforms (e.g., WAWF, IPPS, or similar)
  • Strong understanding of internal controls and audit readiness
  • Ability to manage multiple priorities and drive process improvements
  • Strong communication, analytical, and organizational skills


Preferred Qualifications:



  • CPA certification preferred
  • 8-12+ years of progressive accounting experience, including government contracting
  • Minimum 5 years of people management experience
  • Strong knowledge of FAR, CAS, DCAA audit requirements, and federal billing platforms
  • Experience with ERP systems (e.g., Deltek Costpoint or similar)


Responsibilities:

Lead and oversee AR, AP, and Payroll operations to ensure accuracy, compliance, and efficiency

Accounts Receivable:



  • Oversee customer billing for cost-reimbursable, T&M, and fixed-price contracts
  • Ensure compliance with FAR, CAS, and contract-specific billing requirements
  • Manage invoicing accuracy and submission through government billing portals (e.g., WAWF, IPPS)
  • Monitor collections, aging, and cash application
  • Partner with Contracts and Program Management to resolve billing issues


Accounts Payable:



  • Oversee vendor invoice processing and payment cycles
  • Ensure compliance with internal controls and segregation of duties
  • Manage 1099 reporting and vendor file integrity
  • Monitor subcontractor invoice review and compliance
  • Optimize payment terms and working capital management


Payroll:



  • Oversee multi-state payroll processing and compliance
  • Ensure accurate labor cost allocations to contracts and indirect cost pools
  • Maintain compliance with DCAA requirements and timekeeping regulations
  • Oversee payroll tax filings and regulatory reporting
  • Partner with HR on compensation and benefits-related accounting matters


Leadership & Operations:



  • Lead, mentor, and develop AR, AP, and Payroll teams
  • Strengthen internal controls and ensure audit readiness (DCAA, external audits, SOC)
  • Drive process improvements and system enhancements
  • Support month-end and year-end close processes
  • Collaborate cross-functionally with Finance, Contracts, HR, and Program Management
