Summary
Under the direction of the Director of Public Relations, the Executive Producer of Dragon Media provides overall vision and leadership for the college's in-house video and podcast operations. The position leads strategy, workflows, and production to deliver high-quality, engaging, and market-competitive video and audio content for broadcast and digital distribution in support of the college's mission, vision, and values.
The Executive Producer is accountable for the quality and success of all Dragon Media content; translates abstract concepts into compelling media solutions; oversees projects from script to screen; supervises staff; and manages multiple simultaneous productions in a fast-paced environment.
Essential Role Responsibilities
Leads and directs the college's video and podcast staff in complex productions and sets the overall vision and strategy for video and audio content across platforms. Establishes workflows, policies, procedures, and strategic plans; evaluates project feasibility; and fosters a goal-driven, high-performance production environment.
Prepares, manages, and administers budgets for Dragon Media cost centers; evaluates project feasibility within available financial and operational resources. Negotiates, reviews, and administers production, vendor, and programming contracts, including memorandums of understanding for external partnerships. Oversees procurement of goods and services to ensure cost-effective solutions that meet quality standards and production requirements.
Acts as liaison and consultant to internal and external clients, providing leadership and creativity in developing innovative solutions to complex communications by analyzing situations accurately and taking effective action.
In collaboration with the Associate Director of Dragon Media, reviews project requests, assigns projects, and ensures timely, on-budget completion.
Manages production logistics for assigned projects, including script breakdown, scheduling, production planning, casting, talent direction, crew and equipment coordination, travel, and post-production editing.
Co-produces the livestream of the college's annual commencement ceremony with the Associate Director.
Oversees contracts with Howard County Government Television ( GTV), including programming for the county council and county executive; ensures compliance with contractual, budgetary, and legal requirements; manages deliverables; and monitors performance. Responsible for broadcasting county executive and county council installations each election cycle and collaborating with the cable administrator to secure PEG funding for capital equipment.
Works with the Video Production Engineer to develop and oversee technology plans for Dragon Media, including infrastructure, workflows, data flows, and production systems. Coordinates the acquisition, installation, configuration, and lifecycle management of production technology, software, and equipment.
Maintains engineering and preventive maintenance plans; leads RFP processes for capital equipment; collaborates with Procurement on technical specifications; and oversees equipment upgrades, replacements, and repairs.
Works with their team to determine necessary training for staff development, cross-training sessions, and external training.
Works with the Video Production Engineer to implement preventive maintenance schedules and repair equipment.
Stays abreast of emerging and changing technologies in video and podcasting production.
Performs other duties as assigned.
Minimum Education Required Master's degree

Preferred Experience
Requires a master's degree in video production or a related field, or ten (10) years of equivalent experience.
Requires seven (7) to ten (10) years of experience managing television and media production with full script-to-screen responsibility.
Must possess advanced knowledge of video, digital, and podcast production; non-linear editing; file interoperability; and broadcast or cablecast environments, with working knowledge of broadcast engineering principles.
Demonstrated ability to lead creative teams; supervise personnel and budgets; manage facilities and workflows; translate abstract concepts into compelling media solutions; and work effectively with diverse internal and external clients.
Requires strong organizational, problem-solving, and decision-making skills in a fast-paced creative environment.

Ability to maintain strict confidentiality.
Regular attendance is required for this job.
Performs all duties while considering the impact of any action on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

Many production aspects of the job require off-site shooting or light travel. Production may also require extended hours, evenings and or weekend commitments.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
