Pay, Benefits, & Work Schedule Pay Grade: _25_ The Delaware Transit Corporation (DTC) is an operating Division of the Delaware Department of Transportation (Del DOT) and operates Delaware's statewide transit system (DART First State) consisting of fixed route, paratransit, and microtransit services. In addition, DTC partners with Amtrak and SEPTA to bring SEPTA commuter rail into New Castle County Delaware. DTCs operating and capital budgets are part of the overall Del DOT budget approved by Delawares General Assembly. Funding is primarily provided through a combination of Delawares Transportation Trust Fund and the Federal Transit Administration. DTC maintains a fleet of over 550 buses at 6 vehicle maintenance garages located throughout the state. DTC fulfills its mission through its dedicated team of over 1,100 employees and annual operating budget of approximately $158 million (FY26). Services are both directly operated and contracted, and a majority of the frontline employees are represented by one of three labor unions. The Chief Executive Officer (CEO) of DTC is responsible for the overall administration, management, and operation of the statewide, multi-modal transit division of the Delaware Department of Transportation (Del DOT). This position is responsible for providing strategic leadership by working with the executive management team to establish long range goals, strategies, plans and policies in accordance with the overall mission of the Corporation and the long-range plan of the Delaware Department of Transportation. The CEO is a standing member of the two Metropolitan Planning Organizations (MPOs) Executive Councils and represents Del DOTs Secretary of Transportation on transit related committees and organizations, such as the Northeast Corridor Commission and the American Public Transportation Association. Performs other duties as requested by Senior Management QUALIFICATIONS: The position requires expertise and training in the concepts and principles of contemporary transit, financial, human resource, customer service, safety, planning and marketing management with sufficient background in the technical disciplines required to provide leadership in a multi-modal transit organization. Ability to make decisions based on the context of customer service requirements, legal requirements, financial and labor management constraints, safety considerations and responsiveness to service and management. SKILLS AND ABILITIES: Ability to think strategically with respect to the accomplishment of the Corporation¿s overall goals. Ability to be detail-oriented. Skilled in managing a large, multi-disciplined organization. The ability to manage the application of current and evolving technology. Ability to use independent judgement and keep information confidential. Ability to utilize performance metrics to evaluate and refine business processes. Possess strong problem-solving, motivational, time management, leadership and organizational skills. COMPUTER SKILLS: Demonstrated proficiency in Microsoft Office software products. CUSTOMER SERVICE: Strong interpersonal skills to foster teamwork and create positive connections with customers. Lead efforts to increase efficiencies improving customer service. MINIMUM EDUCATION AND EXPERIENCE: Bachelors degree and ten plus years experience effectively leading multi-faceted organizations which includes utilizing integrated and complex problem-solving and operational analysis. Strategic thinking that fosters quick resolutions with respect to an organizations overall goals. Masters degree and transit/transportation experience is preferred. REQUIRED CERTIFICATES/REGISTRATIONS: N/A LANGUAGE SKILLS: Excellent verbal and written communication skills. Ability to read, analyze and interpret complex business periodicals, professional journals, technical materials, financial reports, legal documents and governmental regulations. Ability to respond to inquiries or complaints at all levels. Ability to write and deliver speeches and articles for proposed publication and financial information. MATHEMATICAL SKILLS: Ability to work with significant mathematical concepts including statistical analysis. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to maintain an appropriate business demeanor.
