Allegheny Science & Technology (AST) is seeking a highly capable Structural Engineer with an active Top Secret (TS) clearance to support mission-critical requirements associated with ongoing and future construction activities at protected sites throughout the National Capital Region (NCR). This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. The Structural Engineer will support the federal protective mission by evaluating, reviewing, and advising on the design and construction of secure facilities to enhance structural resilience, blast resistance, and overall site security. Working closely with program managers, architects, engineers, contractors, and government stakeholders, the engineer will translate technical analyses into actionable design and acquisition inputs that ensure projects are delivered safely, compliantly, and in alignment with mission and schedule requirements.

Duties & Responsibilities:



  • Collaborate with multidisciplinary architecture/engineering/construction teams, third-party contractors, and other government agencies to advance the federal protective mission.
  • Utilize drawings, specifications, photographs, and other information to support projects to assess and improve site and building security.
  • Review and provide comments on deliverables for analysis, design, and construction projects.
  • Coordinate with program managers to develop, maintain, and update the program's strategy, budgeting, scheduling, and planning documents, as well as documentation of meetings and past activities.
  • Engage and communicate with internal and external stakeholders, third-part contractors, and other government agencies to plan and execute design and construction projects.
  • Coordinate with program managers to develop Scopes of Work (SOWs) and prepare contract packages for future acquisitions.
  • Ability to take ownership of responsibilities, work independently, and develop solutions to problems.
  • Experience with blast effect modeling tools, e.g., VAPO, 3d Blast, Urban Blast Tool, Extreme Loading for Structures (ELS).
  • Experience with reviewing and understanding construction drawings, construction specifications, and contract documents.
  • Experience working on large construction projects and interfacing with contractors, subcontractors, design team members, and owner's representatives.


Required Qualifications:



  • Bachelor's degree in Civil Engineering, Structural Engineering, Architecture, or Construction Management from an accredited institution.
  • A minimum of five (5) years of progressively responsible experience supporting design, analysis, or construction of facilities or infrastructure projects, including experience working within multidisciplinary architecture/engineering/construction (A/E/C) teams.
  • Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • Demonstrated experience reviewing and interpreting construction drawings, specifications, and contract documents, and providing technically sound comments on design and construction deliverables.
  • Experience supporting security-sensitive or mission-critical facilities projects, including assessing and enhancing site and building security using drawings, specifications, photographs, and related technical information.
  • Hands-on experience with blast and extreme-load analysis tools, such as VAPO, 3D Blast, Urban Blast Tool, and/or Extreme Loading for Structures (ELS), to support protective design and risk mitigation.
  • Experience coordinating with program and project managers to support development and maintenance of project strategies, budgets, schedules, and planning documentation, as well as documenting meetings, decisions, and project history.
  • Demonstrated ability to engage and communicate effectively with internal stakeholders, external contractors, design professionals, and government agencies to support planning, design, and execution of construction projects.
  • Experience supporting acquisition-related activities, including development of Scopes of Work (SOWs), technical inputs to contract packages, and coordination with acquisition and contracting personnel.
  • Proven ability to work independently, take ownership of assigned responsibilities, and develop practical, technically sound solutions to complex engineering and project execution challenges.
  • Experience supporting large-scale construction projects, including regular interaction with contractors, subcontractors, design team members, and owner's representatives throughout the project lifecycle.

  • U.S. Citizenship is required.
  • Must have an active Top Secret clearance.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $155,000 - $205,000.
