This is a position specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligibles will be used to fill this Motor Vehicle Administration (MVA) position or function only. The Motor Vehicle Administration (MVA) is seeking a qualified candidate for the position of Compliance Inspector (Administrative Officer III). The Compliance Inspector will investigate compliance issues in Driver Education Schools by writing reports and testifying on behalf of the organization.

The Compliance Inspector will monitor and improve the quality of licensed driving schools, certified driver education programs, remedial programs, licensed driver instructors, and certified education instructors. The Compliance Inspector must also conduct initial site inspections for automobile dealerships, tag and title services, automobile wholesalers, automobile transporters, and ignition interlock service centers. Employees may be required to work evenings and weekends, and travel throughout the State when necessary.

Responsibilities included:
  • Receiving and investigating consumer complaints, or issues discovered during routine visits and audits
  • Observing and critiquing driver education lessons
  • Assisting with developing and updating driver education course material
  • Inspecting new driver education facilities, remedial program facilities, ignition interlock service center, new and used auto dealerships, tag & title services, auto wholesalers, auto dismantlers, and auto transporters
  • Answering questions from agencies and consumers regarding driver education, driver improvement, and 3-hour drug and alcohol programs
  • Testing driver school instructors as required for apprenticeship
  • Inspecting driver education school records and facilities
  • Conducting on the job training for new employees by participating in shadowing operations

The selected incumbent will receive close supervision from the Compliance Inspector Supervisor and/or Compliance Section Manager. The current position is located at our MDOT MVA Glen Burnie Headquarters (Anne Arundel County).

Qualifications

Minimum Qualifications:

Education: A bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in administrative or professional work. *One (1) year of the required experience must have involved experience conducting investigations, program monitoring, compliance auditing, or conducting regulatory compliance inspections for a training and/or educational program, and writing professional reports

The ideal candidate will have Driver Education Training experience.

*Position Specific and Selective Qualification Recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill or ability). No substitution is allowed for a selective qualification.

Notes:

1. Additional experience as defined above may be substituted for the required education on a year-for-year basis.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty (30) semester credit hours for the required experience on a year-for-year basis.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
