OPEN RECRUITMENT This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: The Environmental Manager performs managerial and administrative work in the environmental sciences and resource management protection. The employee supervises major, complex, and innovative projects in researching, analyzing, and evaluating projects' environmental or socio-economic impact, making recommendations to minimize and mitigate environmental impact, and designing restoration and mitigation projects. Duties of this position include, but are not limited to, the following:
- Manages units responsible for programs designed to prevent, identify, and mitigate impacts to the environment related to the operation and maintenance of transportation systems and facilities;
- Oversees the MDTA Underground and Aboveground Storage Tank (UST/AST) Management Program, MDTA Hazardous and Non-Hazardous Waste Management Program, and MDTA 3rd Party Environmental Audit Program;
- Inspects projects and reviews designs for compliance with environmental laws;
- Collaborates with MDOT environmental managers and supports Environmental Management System (EMS) implementation; and
- Updates training materials, prepares reports, and maintains compliance documentation.
Employees in this position will report directly to the Deputy Director of the Office of Environment, Safety, Risk Management & Asset Control and Damage Recovery. Work conditions vary depending on the assignment and may take place in an office or in the field during survey and inspection activities. Fieldwork will involve exposure to varying weather conditions and rough terrain, as well as physical requirements such as walking, standing, bending, and lifting objects weighing up to 50 pounds. Climbing, excessive standing, bending, and crawling will be required to completed facility inspections. Employees may also be required to wear personal protective equipment (PPE), including safety vests, hard hats, eye and ear protection, safety footwear, fall protection, or respirators. The current vacancy exists in Baltimore, Maryland. Hybrid telework schedules may be available for this position. Qualifications

MINIMUM QUALIFICATIONS: Education: Possession of a Bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticulture or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history, or related fields such as ecology, landscape architecture, or environmental engineering. Experience: Seven years of experience in environmental analysis to include the development of plans, specifications, estimates and design, OR seven years' experience in environmental management to include the development, implementation, and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations. One year of the experience must have involved functioning as a team leader or overseeing the work of consultants or contractors in an environmental area. **Possession of a certificate of completion for a 40-hour Hazardous Waste Operator Training is required. **This statement contains a SELECTIVE QUALIFICATION, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification. Notes: 1. Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience. 2. Possession of a Doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience. 3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Licenses & Certifications

- Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
- Employees in this position may be required to possess Asbestos Inspector for the State of MD and Asbestos Management Planner for the State of MD certifications.
- Employees in this position are required to possess a 40-hour Hazardous Waste Operator Training certificate.
- Employees in this position may be required to achieve certification 8 Hour DOT Hazardous Waste Transporter Training with a given time period.
