Description
Primary Job Function The Human Resources Manager, a department of one, retains the overall responsibility and accountability of all HR and Safety functions and programs and collaborates with Company Leadership to oversee best practices in the planning and coordination of Human Resources activities. This position will work with a high level of autonomy to cover all HR functions including talent acquisition and retention, onboarding & offboarding processes, company culture, benefits administration, payroll, compliance and policy development, training, performance management, employee relations, workplace health/safety, and HR system administration. Note: This position operates on Day Shift (8:00am - 5:00pm) Essential Duties and Responsibilities
- Partners with leadership to develop, interpret, implement, and maintain the Company's personnel policies and procedures in accordance with federal, state and local laws and regulations. Ensures strategic HR goals are aligned with business initiatives.
- Owns and managersall aspects of the talent acquisition function including updating of job requisitions, full cycle recruitment, scheduling interviews, preparing and delivering offers of employment, and administering/improving the new hire process and experience.
- Ensures job descriptions are up to date and compliant with all local, state and federal regulations.
- Administers the Company's benefits plans, including the annual renewal/assessment process, change recommendations, open enrollment communication/administration and COBRA administration.
- Supports and coaches leadership throughout all aspects of performance management including performance reviews / appraisals, corrective actions, counseling techniques, performance goals / plans, and information related to training.
- Manages employee relations issues, such as harassment allegations, workplace complaints, or other employee concerns.
- Designs and implements employee retention strategies.
- Creates and keeps up to date a compensation strategy for all employees based on market research and pay surveys.
- Manages all aspects of work-related injuries/illnesses, including filing of worker's compensation claims with SAIF and coordination of the return-to-duty/modified duty process.
- Maintains all employment records, utilizing a combination of Human Resources Information System (HRIS) software (Paycom) and physical files. Ensures that file privacy and integrity is maintained in accordance with HIPAA and other applicable regulations.
- Processes payroll using HRIS software Paycom.
- Promptly and accurately processes all employment verifications, unemployment claims, and garnishments/enforcement orders.
- Manages all leaves of absence (FMLA/OFLA, Paid Leave Oregon, disability, workers comp, etc.), including the coordination of benefits when applicable.
- Manages the off-boarding process and ensures that all termination processes are followed so that final pay and separation paperwork areissued correctly and within the required timeframe.
- Participates as a member of the Safety Committee and works in conjunction with leadership in the determination and delivery of safety projects and training.
- Maintains current/relevant knowledge of all Federal, State and Local regulatory requirements including but not limited to EEO, ADA/ADAA and FMLA/OFLA.
- Maintains knowledge of trends, best practices, and new technologies in human resources, talent management, and employment law.
- Keeps work area clean and organized.
- Performs other duties as assigned.
Qualifications and Requirements
Minimum Qualifications and Experience Minimum skills, knowledge, education, certifications and related job experience that employee typically must have to perform essential functions of the job acceptably:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Five years of successful HR management experience, preferably in a manufacturing environment (metal manufacturing experience a plus).
- SHRM-CP or SHRM-SCP desired but not required.
- Proficient with Microsoft Office Suite or related software.
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Ability to read, analyze and interpret instructions and professional literature.
- Demonstrated ability to act with integrity, protect confidential and proprietary information, exercise discretion, and set professional boundaries.
- Competent in the assessment and usage of HRIS systems (preferably Paycom).
- Bi-lingual (English/Spanish) desired but not required.
- A strong attention to detail and accuracy, with the ability to simultaneously organize, prioritize and track a large number of diverse tasks.
- Ability to work independently and as part of a team with minimal supervision while using time productively.
- Ability to work overtime as required.
