Job Family Description

Project management personnel plan, monitor and manage internal projects from initiation through completion. Program management personnel manage programs responsible for the execution of multiple projects or sub-projects. They secure required resources and use formal processes and tools to manage resources, budgets, risks, and changes. They manage projects to ensure on-time completion according to specifications and within budgeted costs.

Discipline Description

Project Controls multidiscipline managers oversee the planning, monitoring, and reporting of project performance across multiple projects within the company. They ensure alignment across multiple disciplines, such as Project Controls, Project Controls Systems, Estimating and EVMS/Compliance to meet project objectives and provide accurate estimates, forecasts, budgets, and schedules.

Some Typical Duties & Responsibilities Include:

Manage the estimating, cost, planning and scheduling activities for the division. This includes managing an organization (direct and matrixed) of project controls functional groups (Project Management, Design, Construction and Operations) responsible for the development and implementation of cost, schedule and reporting, in full compliance with DOE Orders and company Policies and Procedures for Projects and Work Authorization Documents. Functions as the Project Controls authority and provides leadership and communications, coordination and integration of requirements for Project Controls for Division Project Management.
Provides effective, overall management of multiple functional project/program controls groups (direct and matrixed) by providing direction and establishing organizational priorities and objectives needed to Schieve departmental and divisional objectives. Assesses departmental and divisional objectives and directions, determines requirements and impacts on organization, develops direction, priorities and organizational objectives, gains concurrence from upper management and implements. Communicates, coordinates and integrates requirements for Project Controls for the Division Project Manager and Project Teams. Serves as the Project Controls representative in the division to help establish and support Division Project Management and Project Team requirements. Provides direction, as required, to Division Project Management, Project Teams and functional Project Controls groups. Assures project planning activities thoroughly encompass customer requirements, budget constraints, interaction between project and measures project performance. Implements Project Management Control System to establish Performance Measurement Baseline for projects, in compliance with DOE Orders, to measure project progress and analyze variances from plan. Develops, innovates and implements through continuous improvement process the necessary Project Controls systems and processes to accomplish all assigned work for the Division Project Manager in the most cost effective and disciplined manner. Reviews existing systems in place, organizes and defines work assigned to the Division Project Department, innovates and implements more efficient processes and systems to optimize resources and minimize impacts. Provides overall visibility by frequent, clear and accurate communications (written and oral) to internal and external customers on the status and problems and on Division Project Department/Project Teams' performance against objectives and baselines to control anomalies. Integrates project teams and division inputs by establishing data formats and performing data roll ups, consolidates performance indicators for the Division Project Manager, recommends solutions and corrective actions. Develops reports and presentations to communicate to customer (Senior Management and DOE-SR). Ensures the policies and procedures to control all project changes are implemented and performs the necessary review of Baseline Change Proposals. Recommends, reviews and controls changes to technical, scope, schedule and cost baselines. Provides administrative management of subordinate management, professional and nonexempt personnel, including career development, performance review, salary administration and safety issues.

Required Qualifications

* Eight or more years of experience (YOE) as an individual contributor in one or more of the roles managed, OR Bachelor's Degree in a relevant field plus five or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus three or more year of experience (YOE) in one or more of the roles managed
* Equivalencies to experience and education requirements will be considered

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship.
