Who we are and what we do:

The Tennessee Department of Finance & Administration (F&A) acts as the chief corporate office of state government by providing sound stewardship of state assets through good business practices and great customer service. In the early 1970s by executive order, state computer functions were centralized into one division in the Department of Finance and Administration. Since then, Strategic Technology Solutions (formerly the Office for Information Resources), has served as the state's central information technology service bureau to state departments. Strategic Technology Solutions (STS) is a division within F&A. STS's clients primarily consist of State departments and commissions. STS provides planning, resources, execution and coordination in managing the information systems needs of the State of Tennessee. In addition to providing technical direction, services, and infrastructure to the State of Tennessee, STS also serves as staff to Information Systems Council.

Job Overview:

The Business Analyst Senior drives and provides leadership in process improvement and technology solution initiatives by gathering requirements, documenting workflows, performing testing and driving user acceptance testing. This role collaborates with developers and stakeholders to translate business needs into functional specifications by bridging communication between business and IT units. The Senior level also serves as a strategic liaison between business and IT, ensuring project alignment with agency goals, guiding complex projects. While the State currently uses Waterfall and Agile-Hybrid, this role requires Agile experience.

Key Responsibilities:

  • Lead cross-functional teams, translating requirements into technical solutions and communicating successfully with each in an agile environment.
  • Gather and document complex business and data requirements through stakeholder interviews and observations.
  • Document current and future state workflows / business processes, and data models for system enhancements and new applications, further identifying and proposing process improvements.
  • Create wireframe prototypes based on stakeholder input.
  • Oversee and perform product testing and data conversions, verifying results against documented requirements and drive user acceptance testing
  • Present project findings to leadership and manage communication across internal and external partners in Agile ceremonies.
  • Facilitate stakeholder engagement, resolve conflicts, and build consensus across diverse groups in Agile ceremonies.
  • Maintain project documentation ensuring compliance with agency standards.
  • Mentor less experienced team members
  • Support self-development through training in business analysis, technology trends, and communication practices.
  • Other duties as required and assigned.

Minimum Qualifications:

  1. Bachelor's degree and 4+ years of professional experience in business systems or process analysis, including one year of experience in defining or analyzing system and user requirements.
  2. Acceptable substitutions include relevant associate degrees with experience or additional graduate coursework. Graduate coursework may substitute for up to one year of experience.
