Job Overview:

The role is focused on developing and supervising program policies and procedures in Children's Services, ensuring these frameworks support effective service delivery across the agency. By establishing and overseeing policy development in a designated program area, this classification strengthens the consistency, quality, and compliance of services provided to children and families, aligning with statewide objectives for child welfare and protection. Unlike the DCS Program Coordinator, this role is supervisory in nature may oversee multiple teams. It also differs from the DCS Program Director subseries, which holds broader responsibility over multiple programs and directly supervises employees in this classification.

Key Responsibilities:

• Reviews case documentation and evaluates staff and volunteer performance to ensure service delivery meets agency standards, policy requirements, and desired outcomes for children and families.
• Analyzes systemic and individual case factors to recommend improvements, and actively shape policies and procedures that promote child safety, well-being, and program efficiency.
• Generates and maintains reports related to casework quality, provide regular updates to leadership, and offer guidance to colleagues to ensure service consistency and issue resolution.
• Responds to service inquiries and complaints, serves as a liaison with internal and external partners, and builds cooperative relationships that support coordinated care and community engagement.
• Prioritizes tasks effectively, gathers and interprets case data, and stays current on policies to ensure informed decision-making and timely service execution.

Minimum Qualifications:

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five years of professional work in one or a combination of the following: counseling or case management services, or program evaluation of counseling or case management services, two years of which must include children's and/or juvenile services program evaluation.

Substitution of Education for Experience: Graduate course work credit received from an accredited college or university in social work, criminal justice, psychology, sociology, human services, and/or child development may substitute for the required experience on a year-for-year basis to a maximum of two years, there being no substitution for the required two years of children's services program evaluation

Substitution of Experience for Education: Experience equivalent to two years in one or a combination of the following: DCS Program Specialist or DCS Program Coordinator with the State of Tennessee.
