Job Announcement

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented transportation planner to join the Site Analysis Section. Working with communities, employers, and other local and regional partners, this position is a lead planner for the outreach and implementation of Transportation Demand Management (TDM) programs. In a dynamic environment, this position will provide a challenging and rewarding experience for an individual interested in and committed to reducing single occupancy vehicle travel in Fairfax County.

Responsibilities include:

  • Establishes goals, develops work plans, analyzes data, prepares reports and presentations on TDM programs
  • Manages TDM outreach staff and consultants responsible for employer and community/residential outreach programs
  • Assists TDM program manager on submission of annual TDM grant applications and associated strategic plans, including reviewing and analyzing annual TDM engagement outcomes, preparing applications and budget requests, and submitting TDM outreach RFPs upon completion of contract cycle
  • Collaborates with federal, regional, state, and local agencies to plan, coordinate, and implement TDM strategies to mitigate congestion along major travel corridors
  • Participates in regional congestion mitigation programs and recommending transportation demand management measures
  • Represents FCDOT to coordinate with county agencies, Metropolitan Washington Council of Governments (MWCOG), the Virginia Department of Rail and Public Transportation (DRPT), Virginia Department of Transportation (VDOT), and Transportation Management Agencies (TMAs) to implement effective programs, ensure effective operations, and advocate for funding
  • Develops and communicates status reports, meeting summaries, official items for Board of Supervisors' and partnering agencies consideration, and other written materials as required to successfully complete projects or assignments
  • Prepares presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs
  • Arranges, coordinates, and attends project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • At least five years of professional experience in urban, regional, or transportation planning, or a closely related field.
  • Strong analytic and technical skills, as well as experience in transportation and land use planning, particularly Transportation Demand Management (TDM) strategies related to land development and regional mobility.
  • Knowledge of commuting trends and experience in multimodal transportation planning for pedestrians, bicyclists, transit users, and drivers to reduce single occupancy vehicle travel.
  • Experience working on projects associated with multimodal transportation and maintaining business relationships with employers, residential sites and regional stakeholders.
  • Knowledge and experience in grant and program management, specifically related to TDM programs.
  • Experience in coordinating with local, state, and federal government entities, as well as elected and appointed officials.
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
  • Strong written communication skills, including ability to prepare technical reports on TDM metrics, meeting summaries, official items for Board of Supervisors' and partnering agencies consideration, letters, and other correspondence.
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community.
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships.
  • Desire to advance a collaborative and supportive culture.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Visual acuity is required to read data on computer monitor. Incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 15 lbs. All duties performed with or without reasonable accommodations.
