Job Description:

  • The Public Relations and Marketing Specialist (Temp) is a supportive role at V-TOP.
  • The position presents opportunities for the selected candidate to contribute to the design of the upcoming program changes and expansion efforts of work-based learning activities across the state.
  • This position is hybrid, where the candidate works in person at the SCHEV office in downtown Richmond, Virginia, and has an opportunity to telework. However, this is determined on an individual basis.
  • This position is considered a temporary position.
  • The department is seeking an individual with strong written and oral communication and marketing skills to fill the position of the Marketing Specialist to assist the state agency with the Innovative Internship Fund and Program (IIF&P), as created in 2019 in statute (see Va. Code * 23.1-903.4), which expands paid and credit-bearing opportunities for student internships and other work-based learning opportunities in collaboration with employers. The IIF&P is known externally as the Virginia Talent + Opportunity Partnership (V-TOP).
  • The Public Relations and Marketing Specialist (Temp) will leverage their expertise in marketing, digital marketing, website management and best practices in public relations and marketing to support various V-TOP initiatives. These initiatives focus on preparing employers, students, and institutions of higher education to expand work-based learning opportunities in the Commonwealth significantly. Specifically, the incumbent will assist the V-TOP team in promoting the program efforts across Virginia-based institutions and employers.


Role & Responsibilities:

  • In collaboration with the V-TOP team, the Public Relations and Marketing Specialist (Temp) will:
  • Create marketing materials (print, digital, and multimedia) for the V-TOP initiative and regional partners, ensuring alignment with brand guidelines.
  • Support newsletter production by drafting content, editing submissions, and managing distribution schedules.
  • Assist with social media management, including content creation, scheduling, posting, and responding to engagement across platforms.
  • Support marketing campaigns and promotional activities for V-TOP signature events such as Virginia Intern Day, regional showcases, and statewide initiatives.
  • Monitor and update the website, ensuring accurate and current content, event information, and resources.
  • Write press releases, news articles, and feature stories highlighting program milestones, success stories, and stakeholder engagement.
  • Conduct interviews with students, employers, and partners to capture stories and testimonials.
  • Gather information from stakeholders about V-TOP activities, outcomes, and events for use in marketing and reporting.
  • Create event collateral such as programs, signage, banners, and digital promotions.
  • Coordinate with regional teams to gather photos, videos, and other media for campaigns and archives.
  • Maintain a photo and video library for marketing and communications use.
  • Track media coverage and provide regular performance reports on communications.
  • Ensure consistent branding and messaging across all platforms and materials.
  • Assist with managing the activities of the external marketing firm support.
  • Assist with virtual and in-person event support, including live social media coverage, photography, and video.
  • Collaborate on new marketing ideas to increase visibility, reach, and stakeholder engagement.


Required Qualifications:

  • A minimum of 3-5 years of experience in marketing, website development and management, digital marketing, and advertising.
  • At least 3-5 years of experience in applying public relations and marketing principles within an organization.
  • Assist in publishing communications to internal and external audiences including press releases and social media campaigns.
  • Advanced proficiency in WordPress, Canva and Adobe Creative Suite.
  • Proficiency in social media platforms (e.g., Instagram, LinkedIn, Facebook and YouTube) and best practices
  • Excellent attention to detail.


Special Requirements

  • This position requires a self-starter who is flexible and capable of supporting the V-TOP team in marketing and promoting various facets of the Virginia Talent + Opportunity Partnership.
