Information Services (IS) is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:
The Light Rail Transit (LRT) Network Support Manager is responsible to oversee designing, implementing, and operating the network that supports Light Rail Transit operations and maintenance, which supports a Supervisory Control and Data Acquisition (SCADA) system environment. This role is critical for ensuring operational continuity, managing system engineers, handling equipment procurement, supporting planning, and facilitating strategic discussions with business partners, while ensuring that LRT network is compliant, secure, and operationally reliable. The LRT Network Support Manager acts as a key leader, interfacing with internal departments and external vendors to provide infrastructure modernization, service delivery, and enhanced rail safety systems support.

What you would do in this job

  • Supervise a team of information technology professionals, including:
    • Collaborating with team members to develop, review, and adjust employee work plans, performance goals and development plans
    • Recruiting and hiring, performance management and evaluation, mentoring, coaching, team building and serving
  • Participate in department management team activities including budgeting, policy development, and implementing department objectives and goals
  • Establish IS procedures and standards and ensure the creation and maintenance of appropriate documentation for systems
  • Act as a liaison between the IS department, LRT leadership, and other departments to ensure transparency and strong, positive relationships
  • Manage and coordinate projects and guide technical staff to participate in and manage projects efficiently, including project definitions, work plans, documentation, scheduling, control methods, and status reporting
  • Direct development of contract specifications and monitor the work of contract personnel

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education (in Computer Science/Engineering, Information Technology, or related) and progressively responsible experience in information technology:

  • Master's degree and 4 years of experience, including 3 years of experience leading people and/or projects
  • Bachelor's degree and 6 years of experience, including 3 years of experience leading people and/or projects
  • Associate's degree and 8 years of experience, including 3 years of experience leading people and/or projects
  • High school diploma/GED and 10 years of experience, including 3 years of experience leading people and/or projects
* Metropolitan Council Employees Only. Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for leadership/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for leadership/supervisory experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience with network topology, firewalls, security information and event management (SIEM) and tools, physical and virtual, to support
  • Experience in a Supervisory Control and Data Acquisition (SCADA) system environment
  • Network architecture and SCADA lifecycle management skills
  • Experience leading technical and non-technical personnel in fast-paced environments
  • Experience navigating stakeholder engagement and technical planning sessions
  • Experience in contract management and resource optimization
  • Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees
What knowledge, skills and abilities you should have within the first six months on the job:
  • Strategic plannings skills for infrastructure and personnel needs
  • Strong leadership skills in fast-paced, emergent environments
  • High level of competency in system lifecycle management and modernization strategy
  • Understanding of public-sector budgeting, purchasing cycles, and compliance frameworks
  • Knowledge of regulatory frameworks (FRA, FTA, NIST, CJIS, PCI)
  • Strong problem-solving and analytical skills to identify and resolve SCADA issues

Work is performed in a standard office setting. Some positions may require travel between primary work site and other sites.

If you are new to the Metropolitan Council, you must pass a drug test (safety-sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety-sensitive position) and criminal background checks if the job you're applying for is safety-sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards. A driving record check and/or physical may be conducted if applicable to the position.

Security Policy:
This position involves direct access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI CJIS Security Policy, final candidates must agree to submit to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible. If it is determined that access to Criminal Justice Information would not be permissible, the candidate will no longer be eligible for this position.
