Location: Hybrid - Washington, DC *Top Skills' Details* * Experience managing the delivery, ongoing success, and continuous improvement of one or more digital products and/or platforms. * 5+ years of related experience required. *Description* For this Task Order, preference will be given to Product Manager candidates with the following specific skills and expertise: * Past experience with Product Operations and Development, including Discovery, user research, design consultation, and product strategy; * Expertise in driving digital product strategy, ensuring alignment with overall institutional objectives and stakeholder needs; * Experience coaching technical teams in Agile Product Management and iterative product delivery best practices; * Creating and managing detailed product roadmaps, prioritizing features, updates, and new product initiatives based on stakeholder feedback, usage trends, and institutional goals; * Skilled at organizing and managing product backlogs, user stories, and developer issues in common product management tools like Clickup and GitLab; * Experience leading and training others to lead common agile ceremonies such as Sprint Planning, Refinements, Daily Standups, Team Retros, and Sprint Demos; * Demonstrated capability to communicate product vision, updates, and performance metrics to stakeholders, including sr leadership, ensuring transparency and alignment with leadership priorities; *The initial twelve-month Research and Design Discovery Phase deliverables are:* * Conduct stakeholder research and produce a comprehensive report on the current landscape and greatest concerns around constituent engagement for each stakeholder group (Members, staff, and constituents) and recommendations that prioritize potential new services that don't yet exist. * Fully map the service layer that encompasses current constituent engagement products such as CMS, tele-townhalls, and text messaging to produce journey maps, architectural diagrams, documentation, and recommendations. * Conduct technical discovery and produce recommendations for the best approach to building a constituent engagement platform, including aggregation of constituent communications data, best practices for storing, managing, and securing that data, and building and maintaining integration APIs and interchange formats. * Conduct stakeholder research and produce a comprehensive report on the archival challenges faced by committee staff and the Office of Art and Archives, including recommendations on process and service improvements to streamline the preservation of committee records. * Create an implementation plan and backlog for the recommended solutions including recommended staffing, licensing costs (if any), operations and maintenance requirements, and future support needs. * Additional Product, Design, and Research tasks as needed to support other HDS projects and products. *Experience Level* Intermediate Level *Pay and Benefits* The pay range for this position is $60.00 - $80.00/hr.
