The NISC IV program at Leidos is looking for a Program Project Analyst!

This position provides support to the Federal Aviation Administration (FAA) Visual Weather Observation Program (VWOS) team under the National Air-Space Implementation Support Contract (NISC). The VWOS team works with the Program Manager and Team, and provides program and fiscal management to support implementation and operations of the FAA VWOS system network. This position will also support the Real Estate Leasing requirements of the program.

Introduction:

The weather camera program is composed of hundreds of camera sites with thousands of cameras viewable from our cloud based web application, https://weathercams.faa.gov .The program is tasked with implementing Visual Weather Observation Systems (VWOS) across Alaska to support congressional mandates.

We are seeking a program analyst who has strong computer application skills and the ability to learn new processes to support the FAA Weather Camera Program financial and real estate teams. The ideal candidate should enjoy working on a high-achieving team, is adept in problem solving with an emphasis on customer success. Experience with Microsoft Office 365, especially Excel spreadsheets and SharePoint. Experience in basic budgeting and financial record keeping, contract financial auditing, and real estate leasing practices is valued. Knowledge of project management principles is a plus.

Duties and Responsibilities:

  • Create, track, report and maintain project activities associated with Obligating funds (i.e. PRs, PAs, RAs, reconciliation) for the WCP.

  • Assist analyst team by ensuring the quality, standardization, and tracking of all Purchase Requests, Project Authorizations, Credit Card transactions, and Reconciliation to the programs allotted fiscal yearly budget for both F&E implementation and Ops.

  • Collaborate with Federal Government clients to identify program needs; document necessary actions, and track milestones and timelines to support overall program execution and future development.

  • Assist FAA Program Manager and Budget Program Analysts with implementation and execution issues as they arise and assist with facilitating communications between Subject matter Experts (SMEs).

  • Assist FAA Program Manager and Program Analysts with Ops and F&E program budget planning and formulation, budget execution tasks, financial reporting and reconciliation, contract funding coordination, contract invoice reconciliation, and resource and contract financial projections.

  • Collaborate with engineering team, real estate contracting officer, and WCAM real estate lead to facilitate lease executions.

  • Communicate with lessors to acquire information, address concerns, and facilitate application completion.

  • Communicate with Weather Camera budget team on utility contracts, leasing fees, PR creation, and project tracking.

Please note: On must be able to work onsite in Anchorage, AK

Required Qualifications:

  • Bachelor's degree OR 2+ years of prior relevant experience OR Master's degree with less than 2 years of relevant experience. Additional years of relevant experience may be considered/accepted in lieu of degree.

  • MS Excel skills/experience; proficiency with pivot tables, functions, data aggregation, and PowerPoint.

  • Able to effectively communicate in the written and verbal form.

  • Ability to conduct efficient, organized data gathering, and data analysis.

  • Work independently while maintaining a positive relationship with client and team.

  • Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).

  • Ability to work in a fast-paced team environment.

Preferred Qualifications:

  • Previous work experience for/with the FAA is preferred but not required.

  • The ideal candidate will have proficiency using MS Excel and the MS Office suite of applications.

  • Some previous knowledge or experience with contract management and/or real estate preferred.

  • Candidates should be organized, self-motivated, able to work independently as well as one on one, and should enjoy learning new processes and database applications.

  • Ability to effectively research a subject and provide fact-based recommendation and sound advisement to the program manager and team.

Please Note: The program budget salary for this role could fall anywhere between $72,000 to $78,000 with a slight wiggle room (no guarantees) based on relevant experience and assessment. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
