The Total Rewards & Wellness Manager is responsible for planning, designing, implementing and administering a comprehensive total rewards and employee wellness strategy and associated programs for the College. This position will research and bring in-depth understanding of external best-practices and innovative trends to apply them to Total Rewards programs and technologies. The primary function of the position is to manage all aspects of the employee benefits program and employee wellness. This includes health plans, retirement plans, life insurance, time off, wellness programs and any other employee benefit plans offered. The selected individual will also be responsible for designing, coordinating, implementing, managing and evaluating employee wellness programs focused on improving the health and well-being of Tulsa Community College employees.

Essential Duties
-
Plan, design, implement and administer a comprehensive total rewards strategy, and programs including a move to self-funding.
Strategically assesses the effectiveness of current programs in achieving organizational objectives; identifies best practices and benchmarks; and develops recommendations for modifications to align to HR strategy and college goals.
Effectively plan and direct the implementation and administration of all benefit plans including annual option period efforts in collaboration with Benefits Administrator and Total Rewards Director.
Effectively manages and collaborates with vendors and external partners, including managing performance of contracts to ensure maximum value of services is delivered.
Responsible for all benefits compliance as well as ACA reporting and keeps abreast of regulatory changes affecting benefit plans and ensures company benefit plans and practices are following external regulatory requirements.
Develop and coordinate communications strategies and activities designed to educate and inform employees about total rewards.
Assist with benefits reconciliations and paying of benefits, in addition to other duties as assigned.
Serve as a resource for employees and managers regarding all escalated benefit related matters, in addition to serving as a resource to the Director of Total Rewards.
A focus on leveraging technology for continuous improvement in administration of programs.
Work closely with IT and HR Compliance to ensure workforce-related compliance and policies are actively enforced.
Supports the development and integration of new and/or existing rewards programs, policies and procedures to ensure that programs are market competitive, internally equitable, and cost effective in collaboration with external benefits consultant.
Develop internal operating procedures and controls for the administering and managing benefits.
Determine and implement metrics that assess and monitor the effectiveness of ongoing Total Rewards programs and new initiatives.
Develop and implement a comprehensive wellness program for employees that will encourage healthy lifestyles, reduce health risk, medical costs and positively impact retention. Initiatives highlight a variety of programming including the dimensions of wellness (emotional, physical, social, intellectual, spiritual, financial, environmental, and occupational).
Employ strategies to encourage employees to participate in a variety of healthy behaviors including completing preventative medical screenings, physical activity, nutrition, self-care (mental health), etc.
Organize and facilitate on-site and virtual presentations, challenges, health fairs, screenings, events and other outreach opportunities covering a wide variety of health topics.
Administer health surveys, analyze health data and develop targeted data driven programs; Analyze and report on wellness program developments, trends, and opportunities for change.
Collaborate with key stakeholders such as TCC student wellness, contracted EAP, insurance providers, campus fitness centers and community agencies.
Maintain active communication and promotion of wellness initiatives to the college community through various platforms, such as but not limited to, TCC Today, presentations and meetings.
Establish and maintain effective working relationships with employees and community agencies. Participating in and reviewing market benchmark surveys.

Minimum Qualifications
-
Bachelor's degree in business administration, human resources or related field. Degree requirement may be substituted with relevant and equivalent work experience. 5 years experience in Total Rewards (Benefits, Retirement, and Wellness).
Experience in process improvement.
Advanced knowledge of Microsoft Office including Excel.

Preferred Qualifications
-
Experience in self-insurance.
7 or more years experience in Total Rewards.
Certified Employee Benefits Specialist (CEBS) certification.
PHR or SHRM-CP.
Sound knowledge of the Regulatory and Legislative imperatives and impacts related to Total Rewards programs (FLSA, COBRA, ADA, Sec 125, HIPAA, etc.).
