Position Summary

The Senior HR Analyst performs highly complex and varied human resources duties, serving as a resource, technical expert, and consultant. You will provide professional Human Resources guidance to City management, staff, the public, and other agencies. The role requires sound judgment and the ability to interpret a variety of policies, rules, and regulations. The primary focus is on coordinating the City's risk and safety programs while ensuring compliance and supporting a safe work environment.

The key areas of focus for this position are to coordinate the citywide safety program, manage the City's workers' compensation and early return to work programs, manage the City's driver safety and drug-testing programs, and administer citywide risk management and liability programs.

Essential Functions

Serves as a resource, technical expert, and consultant, providing professional Human Resources guidance and training to City management and staff, the public and other agencies requiring the use of judgment and the interpretation of a variety of policies, labor contracts, rules and regulations.

Acts as the system administrator for HR software including HRIS, onboard, learning management, recruitment, SharePoint, document management, and timekeeping systems; identifies, proposes and tests system enhancements. Analyzes system data and develops reports, workforce statistics, etc.; and trains system users.

Collects, tracks, and measures assigned programs for effectiveness against established goals and initiatives and provides action steps to improve programs and services.

Participates in investigations of grievances, discrimination complaints and misconduct/performance issues; makes recommendations for appropriate action; prepares required documentation and responses.

Prepares negotiation materials; prepares costing and analysis of proposals and data; participates in the negotiation team and ensures timely and accurate administration of collective bargaining agreements.

Develops and updates human resources policies and assists in the implementation and application of new and existing policies. Supports and leads protected leave, training and employee engagement, recruitment and selection, and employee benefits administration.

Operates and drives a motor vehicle safely and legally.

Participates in the Emergency Management program including planning, classes, training sessions, exercises and emergency events as required.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.


Qualifications and Skills

Education and Experience
Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration, organizational development, or a related field.

Five years of increasingly responsible professional human resource experience. Public Sector experience is highly preferable.

Five years computer experience in using HR Management Software (HRIS, Onboarding, Learning Management, Recruitment) and in proficiently using the Microsoft Office Suite.

Special Requirements

Possession of or ability to obtain and maintain a valid Oregon Driver's License.

First Aid and CPR Certification or the ability to obtain within six months of appointment may be required.

Travel among City worksites and to training/conferences is required.


Ability to pass a pre-employment background and/or criminal history check.

  • Candidates who meet the minimum qualifications and are selected to move forward will be invited to a phone screen with the HR hiring managers.
  • This will be a 15 minute phone conversation to discuss your skills and abilities at a high level as it relates to the job.

Step 4: In Person Interview: Week of September 22, 2025

  • Successful candidates from the phone screen will be invited to an in-person interview with our hiring panel.
  • This will be a 60 minute panel interview to discuss your skills and abilities in depth as it relates to the job.

Step 5: Offer of Employment: October/TBD

Step 6: Start Date: October/November/TBD

  • A start date will be determined after all conditions of employment have been met.
