Job Summary

Provide senior level technical, project management, strategic, and regulatory compliance consulting to decommissioning nuclear facilities on behalf of the Reactor D&D Radiological Program Group. Serves as the technical lead during development of License Termination Plans (LTPs) and is the primary developer of methods for demonstrating compliance with the Radiological Criteria for License Termination. Develop derived concentration guideline levels (DCGLs) for radioactivity in soil, buried piping, embedded piping, and buildings using the RESRAD and RESRAD BUILD environmental pathway/dose assessment codes. Direct staff and contractors in preparation of technical support documents (TSDs) and other program documents while providing oversight to ensure LTP compliance with NRC regulations and guidance.

Job Duties/Tasks/Responsibilities

  • Provides senior level technical, project management, strategic, and regulatory compliance consulting to decommissioning nuclear facilities on behalf of the Reactor D&D Radiological Program Group.
  • Serves as the technical lead during development of License Termination Plans (LTPs) and is the primary developer of methods for demonstrating compliance with the Radiological Criteria for License Termination.
  • Develops derived concentration guideline levels (DCGLs) for radioactivity in soil, buried piping, embedded piping, and buildings using the RESRAD and RESRAD BUILD environmental pathway/dose assessment codes.
  • Directs staff and contractors in preparation of technical support documents (TSDs) and other program documents while providing oversight to ensure LTP compliance with NRC regulations and guidance.
  • Assists in LTP development, specifically, sections or chapters that deal with compliance with radiological criteria for license termination including, the determination of radionuclides of concern (ROC), development of derived concentration guideline levels (DCGLs), and end state compliance scenarios.
  • Develops operating procedures, procurement requests, scopes of work (SOW) and technical support documents (TSDs) for the collection of soil samples and the evaluation of data per ASTM C1733-21 in support of the determination of site-specific Kd values.
  • Provides recommendations for the Kd parameters to be included in the RESRAD modeling.
  • Provides advice to senior leadership and clientel regarding overall regulatory compliance strategies.
  • Understands and ensures compliance with applicable federal and state regulations and requirements, the site license and local rules and the company FSS and Site Closure policies and procedures.
  • Reviews FSS procedures, TSDs and other program documents.
  • Assists and cooperates as necessary during inspections by external regulatory bodies.
  • Reviews work methods, engineering controls and protective measures for high risk activities.
  • Interfaces with Senior Management, Plant Staff, RP/FSS personnel, NRC and other regulators on matters related to site characterization and LTP matters.
  • Understands, complies and holds all employees accountable to the company and project policies and procedures.
  • Performs other duties as assigned.




Minimum Education, Experience and Certification Requirements
Education

  • Bachelor's degree required in Science, Health Physics or relevant field

Certifications

  • American Board of Health Physics (Comprehensive)

Required Experience

  • A minimum of 10 years experience in demonstrating compliance with the Radiological Criteria for License Termination related work on reactor decommissioning sites.
  • A minimum of 10 years experience in developing DCGLs for radioactivity in soil, buried piping, embedded piping, and buildings using the RESRAD and RESRAD BUILD environmental pathway/dose assessment codes.
  • A minimum 15 years overall experience in radiation safety.
