DIRECTOR OF ENVIRONMENTAL, HEALTH AND SAFETY COMPLIANCE

DEPARTMENT OF FINANCE

Environmental Health & Safety Compliance Division

Number of Positions: 1

(Additional vacancies pending budget approval possible)

Starting Salary: $139,140.00

(New hires are paid the starting rate. A current employee's' pay rate is determined by their job title and years of service.)

Under direction, position is managerial in nature, formulates and implements strategic Environmental, Health and Safety (EHS) policies and related initiatives to guide and govern City departments through day-to-day operations in providing a safe and healthy work environment in an environmentally sustainable manner, and performs related duties as required.

ESSENTIAL DUTIES

* Maintain and review injury data for all City departments using the Citywide injury management software.

* Analyze injury data to identify Citywide objectives to reduce employee injuries.

* Assist departments in rolling out and executing Citywide safety objectives, present objective results to department leaders and senior management.

* Assist departments to maintain regulatory compliance.

* Develops and implements EHS policies based on industry standards/best practices and knowledge of City operations to govern a comprehensive EHS System for the City of Chicago's work force (except sworn Police and uniformed Fire personnel).

* Interprets, monitors, and ensures policy compliance with applicable federal, state and local regulatory standards (e.g. EPA, IDOL, NIOSH, etc.).

* Provides leadership, guidance and counsel to EHS staff members and to Department liaisons to enable efficient, effective and customer - oriented service to City Departments.

* Develops methods to effectively communicate program policies and expectations, and tools to monitor and track compliance; strives to create a "culture of compliance" owned by all City employees and motivates Departments to achieve full levels of compliance.

* Ensures that adequate systems are in place to collect, measure, and report on various EHS compliance statistics, including mandatory reporting to agencies as required; analyzes data to inform EHS policy and the prioritization of initiatives.

* Establishes and leads an EHS Council composed of public and private industry liaisons.

* Develops and advises City departments of training requirements designed to ensure compliance with EHS policies and minimize the City's risk of non-compliance.

* Maintains and disseminates a recommended training schedule and list of training resources to Department liaisons.

* Conducts periodic internal audits of governed City departments to identify potential issues of non-compliance in a proactive manner; incorporates the use of third-party audits as needed to adequately assess the effectiveness of the program.

* Assesses effectiveness of the EHS System, tracking relevant performance metrics and implementing program modifications to address under-performing metrics.

Additional duties may be required for this position

Location: City Hall, 121 N La Salle St, Rm 3M5

Days: Monday - Friday

Hours: 8:30 am - 4:30pm

THIS POSITION IS EXEMPT FROM CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Occupational Safety and Health, Safety Management, Industrial Hygiene, Environmental Engineering, Environmental Science or a directly related field, PLUS five (5) years of work experience managing EHS compliance programs.

OR

Graduation from an accredited college or university with a Master's degree or higher in Occupational Safety and Health, Safety Management, Industrial Hygiene, Environmental Engineering, Environmental Science or a directly related field, PLUS four (4) years of work experience managing EHS compliance programs.
