  • Background in environmental science/management with knowledge of federal, state, and local environmental laws and regulation. Two years' experience in using environmental field equipment, laboratory techniques, and diplomacy in dealing with officials. Knowledge of all environmental protection and bioenvironmental programs, regulatory compliance, and regulatory agencies. Minimum of four years' experience in environmental science/management


Relevant Education:



  • Bachelor's degree (BS or BA) in environmental science, engineering, management, chemistry or biology
  • Must be knowledgeable of Air Force inspection processes
  • Understanding of ISO 9000 Standard


Certifications/Licensing:



  • Organizational Excellence Certification (CMQ/QE) preferred
  • AS9100 Lead Auditor training; Auditor certification preferred
  • USAF Supervisor Safety Training preferred
  • Asbestos Training, AFSPC Hazardous Material Mgmt. Process (HMMP), DEP-Reporting for Small Water System Assistance preferred


Responsibilities:



  • Implements and directs the on-site Quality Management System (QMS) to assess contractor performance in all areas of the contract. Executes the PARCS Quality Program Plan (QPP) and its supporting procedures. Conducts site Performance Work Statement (PWS) quality inspections/audits to assure conformance with Government and company quality standards and compliance with contract requirements. Administrates PWS self- audit process. Serves as a quality interface with Government Contracting Officer Representative (COR). Coordinates quality issues and status with the Government site CORs as needed
  • The Quality Administrator will cross-train as a backup to the Position Description 1056 Safety / Environmental / Occupational Health Manager and will be cross utilized to perform Occupational and Bioenvironmental Health and Environmental Management responsibilities in the absence of the Safety / Environmental / Occupational Health Manager (see Position Description #1056) specifically for PWS paragraphs 9.1, 9.1.1, 9.1.2, 9.2.1.5 through 9.5, 10.1 through 10.8.3, 10.10 through 10.16, 10.16.2, and 10.18 through 10.27.
  • Establishes an effective working relationship with the Government CORs for quality improvement
  • Generates internal inspection/audit reports and responses and makes them readily available to the Government
  • Applies knowledge of conventional fact-finding or inspection techniques and the skill to develop, analyze and evaluate facts relative to any unsatisfactory conditions or unfavorable trends and to prepare documented reports of findings
  • Reads, interprets, and develops in-depth checklists from the (PWS) and its supporting Air Force Documents, Technical Orders, Federal, State, and local regulations. Responsible for formatting, maintenance, and upkeep of all PWS audit checklists and the master checklist index
  • Coordinator and administrator of self-audits from work centers and associated Civil Engineering (CE) Maintenance Action Sheets and operating instructions as applicable
  • Performs quality inspections/audits of each work center and documents performance. Conducts additional special inspections or investigations as requested by the PARCS Program Manager
  • Audit Training Program and records
  • Ensures all inspection reports of Government and contractor identified discrepancies clearly state corrective action root cause and addresses action taken to preclude recurrence
  • Ensures any discrepancies remaining open (awaiting parts/materials, awaiting scheduled downtime, etc.) have an estimated completion date indicating the response and tracks them until closed
  • Performs follow-up inspections as needed to verify discrepancies have been corrected
  • Coordinates and generates the monthly Quality Status Report (QSR) and provides to the PARCS Program Manager and Program Management Office (PMO) Quality Manager for review prior to delivery to Government
  • Manage Commander's Inspection Program (CCIP) and where applicable, incorporate Government self-inspection checklists
  • Utilizes the InDyne PIMS360TM to generate and track corrective and preventive Action Reports (ARs) and Government Corrective Action Requests (CARs), and to reference the quality program documentation to include processes, instructions, forms, management reviews etc.
  • Comply with Cavalier SFS plans, policies, and procedures, generate and maintain all Government records in the format provided Provide electronic reports to the Government
  • Apply industry standards and commercial best practices, in the absence of directive technical orders and publications. Comply with local, state, and federal statutes
  • Safeguard all assets and information and follow Industrial, Physical and Operational Security requirements
  • Provide escort support for personnel without unescorted entry authorization that are performing contracted functions
  • Complete the following web-based training within the first three months of arrival and on an annual basis thereafter: Force Protection, and Cybersecurity and Awareness Program
  • Complete all local procedure training at contract start and on an annual basis thereafter
  • Note: The duties specified in this position description are not intended to be all-inclusive. Other reasonable and job-related duties may be assigned as required
  • The position provides oversight to the vast majority of the PWS requirements to verify, through audits and participation, that the contractor is performing all PWS requirements.
  • Serves as InDyne On-site Safety Administrator


Clearance Requirements:



  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
