Responsibilities

Health Research, Inc. is seeking a Program Manager I. The Program Manager I will lead and supervise the unit's staff who coordinate and implement cancer programming. The incumbent will work closely with the coalition and facilitate its development, maintenance, implementation and monitoring of the state cancer plan. The incumbent will provide recommendations for and implement policy, systems, and environmental change agenda for NYS based on input from the coalition and other key stakeholders, develop and maintain a thorough assessment of the NYS legislative and policy landscape, and knowledge of data to ensure the agenda represents evidence-based cancer control strategies.

Day-to-day responsibilities of the Program Manager I will be to provide management and oversight in planning, goal setting and performance measurement; lead development, implementation, and evaluation of initiatives; prepare and monitor programmatic, data and fiscal components to ensure funds are expended, and program functions are in accordance with guidelines. The Program Manager I will lead cross-functional teams as necessary to inform programming, collaborate with fiscal, administration, surveillance, evaluation, and research staff to implement the scope of work, and foster partnerships with appropriate external partners for collaboration, including coalition partners. The Program Manager I will serve as a member of the Bureau's management team, promote the Bureau's mission, vision, values and goals and perform other related duties as assigned.

Minimum Qualifications

A Bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

  • At least five years of experience in programming and management, including the development, implementation and evaluation of public health programming to prevent chronic disease.

  • Experience researching and developing a policy agenda to promote public health.

  • Experience implementing policy, systems, and environmental changes to decrease disease risk and improve health outcomes.

  • Demonstrated experience leading, convening and facilitating collaborative work groups and/or coalitions made up of key stakeholders (e.g., community leaders, government, state, or local public health and policy organizations and community-based organizations, etc.).

  • Experience communicating policy information to varied audiences, both in written and verbal communications

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, 25% of the time, will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.
