Overview

The primary function of this position is to conduct comprehensive studies, analyses, and operational guidelines in support of Steam Operations' goals of providing reliable and environmentally sound service at a reasonable cost. Major focus will also be on the management of our Brooklyn Navy Yard and Ravenswood Fuel Oil Contract. The person performing this role will focuses on six key areas: Contract management, natural gas planning, forecasting, and analysis for the steam generating stations, planning for the operation and dispatch of the steam and steam-electric units, rate case and regulatory proceeding support, and technical projects.

Responsibilities

Core Responsibilities
  • Demonstrate a strong commitment to both internal and external customers by fostering a proactive, customer-focused culture that builds trust, enhances value, and strengthens stakeholder confidence.
  • Responsible for oversight of the BNY contract for steam and the Ravenswood fuel oil and steam contract.
  • Serve as lead of Steam Operations fuel oil portfolio including negotiation of fuel oil storage contracts, inspection contracts and barging contracts along with coordinating the logistics of oil with Energy Management.
  • Lead Steam Operations in investigating sources of steam variance and coordinating New Source Review (NSR) data requests from EH&S and the Law Department.
  • Coordinate with Emergency Preparedness (EP) to develop exercises that support the reliability of Steam Operations.
  • Perform forecasts, assessments, and makes recommendations pertaining to short and long term natural gas requirements. This includes coverage off-hours if system conditions require.
  • Audit Energy Dispatchers and provide recommendations on steam operating criteria to ensure optimal management and performance of generating assets.
  • Initiate, prepare, and communicate technical and financial analyses to support the reliable and economic dispatch and supply of steam to customers.
  • Utilize Stoner and Kongsberg to support Energy Dispatchers.
  • Perform technical and economic analyses of the Transmission and Distribution of Steam. Make recommendations as well as develop order of magnitude cost estimates.
  • Support steam with the organization and management of Enterprise Risk Management (ERM) system.
  • Prepares supporting materials and testimony for rate cases and regulatory proceedings. Participates in PSC Audit inquires, supplies answers to follow up questions for Department/Section Managers.
  • Interface with Generating Stations, the Energy Control Center, Commodity Procurement & Scheduling, Gas Control, and Steam Transmission and Distribution on a regular basis to identify their needs and to resolve issues related to improving operations and performance. Conduct analyses of root cause, operational investigations, and load flow studies with regard to abnormal occurrences and contingencies of the steam system for senior management.
  • Provide emergency response duty during a steam or corporate emergency. This may requires being available for CERC, a field post, or a steam generating station outside of the normal work schedule.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in Engineering, Business, Finance or other equivalent field of study and 6 years of relevant work experience, or
  • Master's Degree in Engineering, Business, Finance or other equivalent field of study and 4 years of relevant work experience.
Preferred Education/Experience
  • Master's Degree in Engineering, Business, Finance or other equivalent field of study and 4 years of relevant work experience.
Relevant Work Experience
  • Steam operations, planning, or engineering experience in a technical and analytic capacity - Required
  • Basic knowledge of power plant equipment and operation - Required
  • Knowledge of basic financial concepts - Required
  • Ability to cross-reference reports, identify discrepancies, and independently resolve inconsistencies - Required
  • Exhibit strong communication skills and the ability to collaborate effectively with various internal departments and external agencies in a professional manner - Required
  • Proficient in computer applications MS Word, Excel, Power Point - Required
  • Strong technical and analytical skills - Required
  • Basic knowledge of the PI system - Required
