Understanding that people are the foundation for success, the City of Irvine seeks highly-talented professionals with a passion for servant leadership to perform a wide range of complex Human Resources functions in the Human Resources department. The Human Resources Specialist I is assigned to the Recruitment division and will independently coordinate multiple recruitments simultaneously for a variety of positions. This person will determine strategies to continue to attract and retain a diverse workforce. This recruitment will supplement an existing eligibility list for the Human Resources Specialist I, which will expire on 8/19/2025. This list may fill future vacancies at this and lower-level classifications throughout the City. Note: if you are on an existing Human Resources Specialist I eligibility list, please reapply to demonstrate interest and update your application information. Participating in this recruitment will not extend your eligibility beyond the 8/19/2025 expiration date of the current list. Your Impact
- Coordinate complex recruitment assignments in a fast-paced environment.
- Strategically analyze the job descriptions and determine a recruitment plan, timeline, and advertising efforts to creatively fill positions.
- Review and evaluate applications, coordinate interview panels, and determine assessment techniques.
- Lead interview trainings, provide feedback to candidates, and attend career fairs as a City representative.
- Research and analyze recruitment data to provide detailed statistical reports.
- Understand MOU's, Personnel Rules, and other applicable federal, state, and local laws to apply to recruitment procedures.

- Creative and innovative leader who can evaluate current practices and recommend and implement new ideas and solutions to improve processes; this role will also be part of the recruitment team for the Workday ERP implementation.
- Experience with full-cycle recruitments in the public sector is highly desired.
- Experience utilizing NEOGOV or another Applicant Tracking System (ATS).
- Political acumen to communicate and coordinate with various levels of staff within City departments and the public.
- Adaptable and able to perform work in a fast-paced environment with changing issues.
- Strong attention to detail and excellent time management skills. Ability to effectively prioritize tasks, organize workload, and understand urgent requests.
- The ability to handle highly sensitive and confidential information while providing exceptional customer service.
- Strong project management skills and ability to manage work according to deadlines.
Minimum Qualifications
- Associate's degree in Personnel Management or Human Resources.
- Three (3) years of experience in personnel administration and experience with computerized records, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
