Responsible for providing leadership in ensuring the effective development, implementation, and maintenance of GIS applications, databases, and mapping solutions to support organizational goals. Technical lead for the Tracking & Traceability group. Provide daily oversite and technical guidance to department.

ESSENTIAL DUTIES:

  • Evaluate, direct, and participate in ESRI project implementation and Mobile Map applications.
  • Develop and implement GIS policies, procedures, and best practices.
  • Maintain interactive work relationship with IT, Managers and Supervisors to accurately and effectively complete job responsibilities.
  • Identify/develop work-flow processes, and develop drawing and mapping standards.
  • Develop and train employees.
  • Identify and solve problems related to the ESRI/GIS and Essential compliance systems.
  • Coordinate database/system administration as required.
  • Propose and evaluate applications that leverage and integrate GIS into operations.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of ESRI/GIS Database Structure and process flows.
  • Experience and knowledge in GPS survey technology and equipment.
  • Thorough knowledge of Pipeline Integrity Plan and pipeline terminology.
  • Thorough knowledge of Bentley Microstation, ESRI/GIS, and related applications.
  • Computer Programming Languages and Methods.
  • Strong problem solving skills.
  • Demonstrated ability to communicate effectively (written and verbal) with all levels within an organization.

EXPERIENCE/EDUCATION REQUIREMENTS:

  • Minimum 10 years' experience.
  • Minimum of 5 years leadership experience or advancing leadership duties.
  • Bachelor's degree in GIS, Computer science, or Information technology preferred.
  • Other Experience/Education requirements for specialty (GIS) area:
  • Thorough knowledge of ESRI/GIS Database Structure and process flows.
  • Thorough understanding of DOT Parts 191 and 192.

WORKING CONDITIONS/PHYSICAL DEMANDS:

  • While performing the duties of this job, the employee must be able to:
  • Travel approximately 20% to work sites, external customers and travel beyond Pittsburgh representing Company.
  • Perform sedentary work- exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Operate computer systems.
  • See, hear, talk, and perform tasks requiring manual dexterity and visual acuity.
