Overview

The IT Procurement organization is looking for an individual that can lead with high energy, in a quick paced environment with high visibility. IT Procurement is hiring a Supervisor responsible for a leading procurement and software asset management team to deliver computer hardware and software at the best value for our shareholders and Customers. This Supervisor will report to the Manager of IT Finance and Procurement. This is an on-site position located in Groton, CT.

This supervisor position oversees personnel responsible for procurement and asset management for a variety of computer hardware and software, supporting high volume orders to large-scale project procurements. Position requires proven skills in: project management, organization, multitasking, problem solving, negotiating and communication, supply base capability knowledge and excellent computer skills. The ability to interface effectively with EB IT Project Management Office, End Users, Program Offices, EB IT Cyber organization, Supplier Senior Level Executives, as well as Senior Electric Boat Management Staff is essential.

Responsibilities:

    Ensuring company processes and procedures are clearly communicated, understood, and consistently followed
  • Strategic sourcing / contracting, work scope development, generation of requests for proposal
  • Review of supplier proposals for adequacy and compliance including supplier capacity assessments, contract terms and conditions, cost/price analysis
  • Negotiating contracts and service level agreements (SLAs) with suppliers, ensuring favorable terms and alignment with company policies
  • Contract administration including managing the supplier to ensure successful contract performance
  • Ensuring ITAR compliance when conducting business with foreign suppliers
  • Timely identification and resolution of factors impacting contract performance
  • Improving suppliers and managing partnerships
  • Developing and executing negotiation strategies to achieve financial savings and mitigate company risk
  • Providing training and development of personnel, assignment of work and prioritization, review and approval of work product, labor approvals and progressing, assuring timely completion of work assignments, and salaried performance reviews, etc.


Qualifications

Required:

  • A Bachelor's degree in Business Administration/Management, Supply Chain Management, Accounting, Finance, Marketing or Economics
  • 5+ years of experience in Materials Acquisition (Buyers or Software Asset Management)

Preferred:

  • Experience in Government Contracting, supply chain management, procurement, or contract administration
  • Demonstrated leadership in managing and developing direct-report teams
  • Experience working with iSupplier/Oracle procurement system
  • Experience negotiating high dollar value procurements


Skills

  • Demonstrate strong leadership in system and process development, support the maintenance of current business systems and actively contribute to the enhancement of the current processes
  • Detail oriented and have excellent organizational skills, with a demonstrated strong work ethic for completing tasks and assignments according to schedule
  • Strong problem solving skills
  • Demonstrated experience in a team lead role
  • Proficiency with MS Office
  • Strong negotiation and contract management skills
  • Ability to collaborate in a team environment
  • Proven ability to engage and collaborate with senior management
