Description
The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. Recently, the United States has accelerated its efforts to develop air vehicles that travel at hypersonic speeds (greater than Mach 5 or approximately 3,000 miles per hour). To enable these systems, the TRMC has funded several major projects and has established a project management team to modernize hypersonic test infrastructure. The duties described in this job description are critical to enable the project management team to oversee the execution of these projects. This is a newly established effort and as a founding member, the ideal candidate would be excited to play a significant role in creating the team that enables program success.
Under the guidance and direction of the Project Manager (PM) and Lead Systems Engineer (LSE), the Project Analyst will:
- Working in a team of discipline engineers (aerospace, mechanical, electrical, system safety) and project managers (PM, financial, contracts, project controls) to achieve positive project outcomes
- Perform Project Management tasks:
- Maintaining complete awareness of project status and risks and ensuring that issues and challenges are anticipated, escalated, and effectively communicated to the Project Manager as necessary
- Contributing to the project office knowledge management repository to document lessons learned, insights, and best practices
- Assisting with planning for project technical and milestone reviews, including the development of entry and exit criteria
- Communicating effectively with stakeholders and leadership
- Evaluating contractor deliverables for accuracy and completeness
- Preparing, collating, and disseminating briefings and summary reports for the Project Lead and the Government COR and PMO for decision-making
- Preparing, collating, and disseminating meeting minutes for all project meetings
- Generating and maintaining processes and procedures for evaluating and monitoring technical performance with collaboration and input from project engineering staff
- Preparing, collating, and disseminating monthly status reports for each project
- Assisting the Financial Manager with the documentation and dissemination of spend plans, the obligation, allocation and distribution of funds, and the tracking of costs
- Contributing to the long-term planning for the project office
- Generating and maintaining processes and procedures for evaluating and monitoring technical performance with collaboration and input from project engineering staff
- Contributing to the drafting of the Statement of Work (SOW), Test Capability Requirements Document (TCRD), Systems Engineering Plan (SEP), and other management documents
- Participating in technical design reviews and meetings, such as the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Integrated Product Team (IPT) meetings, Technical Interchange Meetings (TIMs), etc.
- Attending and participating in Program Management Reviews (PMRs) and other management review meetings
- Following administrative and sensitive data protection guidelines
- Adhering to DoD/TRMC records management requirements
- Other duties as assigned

Requirements
- Bachelor's Degree and 5+ years of professional experience associated with project management, knowledge/data management, systems engineering, or similar
- Demonstrated knowledge and skills with elements of project management (Cost, Schedule, Performance, etc.)
- Experience as part of a multi-disciplinary project management team
- Familiarity with project life cycle stages for technical projects (technology maturation and risk reduction, engineering design, manufacturing & construction, testing & commissioning, operations & sustainment)
- Demonstrated experience collecting, organizing, examining, and interpreting data to support performance management, problem solution, analysis of alternatives, and decision-making
- Experience developing, monitoring, improving organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines
- Experience participating in Risk, Issue, and Opportunity Management including planning, identification, analysis, control, and monitoring
- Demonstrated experience maintaining strong relationships with customers and contractors
- Excellent written and verbal communication skills with experience writing technical reports and briefings
- Familiarity with the structure of the U.S. DoD and Military Services
- Proficiency using Microsoft Office Software including Outlook, Word, PowerPoint, Excel, Project, OneNote, SharePoint, Teams
- A strong desire to learn and problem-solve
- Organized, detail-orientated, and able to multi-task
- Self-driven and able to work with limited direct supervision
- Currently hold a secret security clearance
Desired Skills
- Project Management Professional (PMP) certification, or equivalent.
- As a multi-disciplinary team-member, having one or more of the following knowledge areas or skillsets:
- Demonstrated knowledge and experience with NARA and DoD Records Management policy and procedures.
- FAR knowledge and experience with Government contracting. Previous contract specialist or similar
- Finance Management of contracts/projects.
- Systems Engineering processes in the execution, or oversight of projects such as:
- Requirements Management
- Risk Management
- Technical Assessment
- Configuration Management
- Stakeholder Requirements Definition (operational requirements / CONOPS)
- Requirements Analysis (development, decomposition, traceability)
- Verification & Validation
- Familiarity with DoD acquisition cybersecurity requirements
- Experience writing statements of work, mission objectives, and performance-based requirements
- Experience writing and/or reviewing planning documents such as Engineering Change Proposals. (ECPs), contract deliverables, contract data, baselines, and technical documents such as the Systems Engineering Management Plan (SEMP), Contract Work Breakdown Structure (CWBS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Test and Evaluation Master Plan (TEMP) / commissioning plan, Life Cycle Sustainment Plan (LCSP), Program Protection Plan (PPP), and others
- Experience as a SETA team member evaluating the performance of Government contractors
- Experience or familiarity with DoD acquisition program Test and Evaluation (T&E), test ranges, ground testing, hypersonic wind tunnels, or other T&E infrastructure
- Interest in learning about hypersonic test and evaluation concepts and infrastructure
- TS/SCI eligible
Clearance Information
SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT, THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS, A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL
Travel Requirements
Travel approximately 20% of the year (~10 non-consecutive weeks) to performer worksites and offices to observe design, construction, commissioning, and operations activities, and participate in reviews and meetings
