The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.#MC



Responsibilities

The Financial Analyst will provide data analytics support as well as business financial management (BFM) support to the NAVSEA AUKUS program.This role performs strategic financial analysis to support executive decision-making and develops analytical reports for Senior Leadership. The position implements financial frameworks and reporting tools for the AUKUS partnership while identifying process improvements and implementing standardized solutions. Key duties include delivering data-driven recommendations for strategic financial decisions and preparing critical financial documents including Budget Submissions, Expenditure Plans, Congressional Appeals, and Planning, Programming, Budgeting, and Execution (PPBE) materials. Additionally, this position requires analysis of financial data within applicable regulatory frameworks and an understading of financial management systems including Enterprise Resource Planning (ERP) and NAVSEA Enterprise Planning System (NEPS) to assess program resource health across multiple appropriations - Shipbuilding and Construction, Navy (SCN), Operations and Maintenance, Navy (O&MN), and Foreign Military Sales (FMS).

This is a hybrid position located in Alexandria, Virginia at SPA Headquarters.



Qualifications

Required Qualifications:

    At least 5 years of relevant work experience
  • 3+ Years of experience with Microsoft Excel, VBA, Power Query, or SQL
  • 5+ years of experience with data visualization tools, Tableau or Power BI
  • Experience developing and/or using data from disparate sources into one tool in order to perform program data analysis and assessments in support of program financial decisions
  • Experience monitoring, interpreting, and deriving actionable insights from complex financial datasets
  • Experience developing analytical tools to display financial data
  • Experience developing financial data to respond to Congressional inquiries, and DON, Office of the Secretary of Defense (OSD), and Government Accountability Office (GAO) program audits
  • Experience preparing financial documentation to support program acquisition planning and strategy development
  • Experience formulating yearly program budget requirements to identify contract/procurement needs and other project costs within an overall long-term program financial requirements plan
  • Active SECRET Clearance, and the ability to maintain it throughout employment

Additional Qualifications Desired, but not required:

  • Bachelor's degree in Data Analytics, Economics, Business, Business Management, Finance, Accounting, Engineering, or a related field
  • Recent experience using N-ERP, NEPS, Program Budget Information System (PBIS), RDOCS, PDOCS, COBRA, and other Navy financial management systems
  • Familiarity with DoD Financial Management Regulation (FMR), Department Of Navy (DON) Policy and budget guidance, and DoD 5000 series acquisition regulations
  • Experience working with international partners
  • Experience with FMS
  • Experience with Team Submarine and NAVSEA
